<br />Section 4 <br />4-64 Ramsey County Multijurisdictional Hazard Mitigation Plan | July 2012 <br />Multijurisdictional Concerns <br />All of the County is subject to events and therefore should be included in any prospective mitigation <br />projects. <br />Hazard Summary <br />Critical facilities in Ramsey County are susceptible to many hazards, including but not limited to flood; <br />wildfires; severe weather including tornadoes; terrorism; and energy shortages. The destruction of critical <br />facilities or outage of infrastructure can affect the entire community for a vast amount of time. Mitigating <br />against their loss is of the utmost importance for the continuing operational ability of the County. <br />4.4.8 Civil Disturbance <br />Hazard Identification <br />Any incident that disrupts a community where intervention is required to maintain public safety is a civil <br />disturbance. Examples include demonstrations, riots, strikes, public nuisances, and criminal activities. <br />Hazard Profile <br />Ramsey County includes the urban area of St. Paul. History shows that civil disturbances most often take <br />place in cities and are the result of socio-political issues or even the result of sporting events. There are <br />several large sporting arenas in the Twin Cities area and a win or significant loss may provide motivation <br />for a civil disturbance in the area. In the past, the County has experienced civil disturbances during <br />protests in the 1960s as well as during the 2008 Republican National Convention. <br />Assets Exposed to Hazard <br />All assets within the County are susceptible to being affected by a civil disturbance. Plans have been <br />developed to prevent these events from impacting facilities and infrastructure. <br />Damage Assessment <br />There are no recorded instances of damage to facilities as a result of civil disturbance. <br />Land Use and Development Trends <br />There are no land use and development trends related to civil disturbance. <br />Vulnerability <br />Civil Disturbance <br />Frequency of Occurrence Occasionally <br />Warning Time More than 12 hours <br />Geographic Extent Localized <br />Potential Impact Negligible to Moderate <br />Multijurisdictional Concerns <br />All of the County is subject to events and therefore should be included in any prospective mitigation <br />projects.
