<br />HAZARD MITIGATION GOALS AND OBJECTIVES <br />Ramsey County Multijurisdictional Hazard Mitigation Plan | July 2012 5-3 <br />The foundation of this plan is the identification of strategies through which Ramsey County implement <br />natural hazard mitigation goals, objectives, and actions. As identified in Section 4, the Multijurisdictional <br />Hazard Mitigation Planning Committee has a clear understanding of the community’s hazards and risks. <br />The next step is to develop a mitigation strategy. The multijurisdictional hazard mitigation goals, <br />objectives, and actions are listed in this section are listed in order of priority. The methodology that was <br />used to determine the priority of projects was based on repetition of the incident, monetary loss, <br />anticipated costs, and the potential for loss of life. For each of the hazards identified in section, the <br />Multijurisdictional Hazard Mitigation Planning Committee has outlined goals and objectives as part of the <br />mitigation strategy. Mitigation actions for all the cities and townships within Ramsey County are <br />incorporated into Ramsey County’s goals, objectives, and actions. Individual jurisdictions adopt specific <br />goals and strategies based on the needs of the jurisdiction. <br />5.2.1 Flooding <br />Mitigation Goals. Mitigation strategies, which reduce the negative effects of flooding, must be <br />considered. Flooding issues that arise following the development of this plan should be addressed in a <br />timely manner with mitigation projects that address all aspects of the situation. <br />Range of Mitigation Options. The mitigation options to reduce the effects of flooding in Ramsey <br />County and within the cities and townships include continual updates of policies and procedures, <br />enhanced data collection, and efforts to reduce localized flooding. <br />Mitigation Strategies for Flooding: <br /> Mitigation Goal #1 - Identify and map all structures located in the identified floodplain in Ramsey <br />County. <br /> Mitigation Goal #2 - Ensure that all Ramsey County communities are enrolled in the National Flood <br />Insurance Program and that this information is identified in the plan. <br /> Objective #1 - Identify all residential and commercial structures in the floodplain throughout <br />Ramsey County. <br /> Objective #2 – Identify Ramsey County communities that are not currently enrolled in the National <br />Flood Insurance Program and work with them to complete enrollment. <br />Action Steps: <br /> Review and update the FEMA flood maps for Ramsey County and its cities and townships so as to <br />accurately map the actual flood plain and identify structures, both residential and commercial, not <br />already on the FEMA maps. <br /> <br />Responsible Organization Ramsey County Emergency Management and Homeland Security <br />Coordinating Organization Ramsey County Emergency Management and Homeland Security <br />Time Line Ongoing <br />Funding Sources General funds, mitigation grants <br /> Have sand bags available and manpower ready when a flood occurrence occurs in the cities and <br />townships located within Ramsey County. <br /> <br />
