Item No: 7F <br />Meeting Date: August 13, 2012 <br />Type of Business: Council Business <br />Administrator Review: ____ <br />City of Mounds View Staff Report <br /> <br /> <br /> <br />To: Honorable Mayor and City Council <br />From: Nick DeBar, Public Works Director <br />Item Title/Subject: Resolution 7979, Approving Grading and Irrigation Improvements at <br />Lambert Park <br /> <br />Background: <br />Recent improvements to Lambert Park began with the demolition and construction of a new <br />shelter building in 2011. Adjacent streets were also reconstructed during 2011, which included on- <br />street parking for the park. The on-street parking eliminated the need for the off-street parking lot <br />that existed at that time, whereby allowing the new park shelter to be situated closer to Lambert <br />Avenue. This new location not only provides more convenient access to the shelter from the <br />parking area, but also provides more green space in the park. <br /> <br />The new shelter location was part of a comprehensive layout to better utilize the 2.87-acre park <br />space. In addition, the baseball field fencing (which was in need of replacement) was removed <br />and infield aggregate material was salvaged and stockpiled. The playground equipment is also <br />proposed to be replaced. <br /> <br />Discussion: <br />With the new park shelter constructed, the replacement of the remaining amenities of the park can <br />occur. The park shelter construction only included localized, minor grading in the vicinity of the <br />new shelter. Turf establishment was also not included since it was known that other grading and <br />areas of turf would also need to be restored once the shelter was complete. In addition, providing <br />irrigation to the parklands has been a goal of city staff and the Parks and Recreation and Forestry <br />Commission (Commission). Irrigation provides a healthy, reliable turf surface that can survive the <br />repetitive activities that occur each night at the parks. <br /> <br />Public Works solicited quotes from qualified irrigation contractors specializing to furnish and install <br />an irrigation system for Lambert Park. The proposal included irrigation of the manicured areas of <br />the park, as well as the equipment to operate the system located inside the new shelter building. <br />Two quotes were received that ranged from $19,970 to $24,000, with the low quote submitted by <br />True North Landscaping of Ham Lake, Minnesota. True North Landscaping also provided staff a <br />quote to grade, topsoil, and sod 1,500 square yards in and around the park shelter for $4,120. <br />The Parks Commission also recommended at their July 2012 meeting to move forward with this <br />work. <br /> <br />The 2012 Budget includes $40,000 under the Park Dedication Fund (451-4470-7050) to relocate <br />the ballfield at Lambert Park to accommodate the new shelter. Staff is in the process of finalizing <br />ballfield fencing and amenities, which is anticipated to be at or below $15,000. <br /> <br />Recommendation: <br />Public Works recommends that the City Council adopt the attached resolution to approve grading <br />and irrigation improvements to Lambert Park. <br /> <br />Respectfully submitted, <br /> <br /> <br />Nick DeBar - Public Works Director
