<br />Ramsey County Multijurisdictional Hazard Mitigation Plan | July2012 1-1 <br />Section 1 <br />PLAN, BACKGROUND, AND PURPOSE <br />1.1 Overview <br />The Ramsey County Multijurisdictional Hazard Mitigation Plan (HMP) as written fulfills the <br />requirements of the Disaster Mitigation Act of 2000, which is administered by the Federal Emergency <br />Management Agency (FEMA). The Disaster Mitigation Act requires that all HMPs be updated every five <br />years. The previous HMP was adopted effective 23 May 2006, and the current update began in 2011 in <br />accordance with the law. The Disaster Mitigation Act also provides federal assistance to state and local <br />emergency management to mitigate the effects of disasters. The HMP also encourages cooperation among <br />various organizations and crosses political subdivisions. <br />The following communities participated in the update of the Ramsey County HMP: the Cities of Arden <br />Hills, Falcon Heights, Gem Lake, Lauderdale, Little Canada, Maplewood, Mounds View, New Brighton, <br />North Oaks, North St. Paul, Roseville, Shoreview, Vadnais Heights, White Bear Lake, and the Town of <br />White Bear. The City of St. Paul has developed a separate HMP. <br />The Cities of Blaine and Spring Lake Park have a portion of their cities within the boundaries of <br />Ramsey County; however, they primarily reside in Anoka County. They are not politically involved <br />in Ramsey County and will not be discussed in this HMP, as they will be in Anoka County’s <br />Mitigation Plan. <br />The City of St. Anthony politically resides in Hennepin County; however, the city geographically is <br />half in Hennepin County and half in Ramsey County. Although the city’s police department is the <br />primary first responder for two cities within Ramsey County, and it shares a school district with <br />another city within Ramsey County, the City of St. Anthony will not be covered by the Ramsey <br />County Plan. The Hennepin County HMP will cover the City of St. Anthony. <br />The University of Minnesota – Twin Cities Campus also presents a unique situation. The university <br />is located in both Minneapolis and Falcon Heights, the St. Paul campus. For the St. Paul Campus, the <br />University of Minnesota Police Department (UMPD) is the primary police response; however, fire, <br />hazmat, and EMS response come from the Falcon Heights Fire Department and/or the St. Paul Fire <br />Department. The university also operates its own Basic Life Support (BLS) specialized ambulance <br />service, but that does not respond to 9-1-1 calls from either campus. The City of St. Paul HMP will <br />cover the University of Minnesota – St. Paul Campus. <br />1.2 Authority <br />Section 409 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act Title 44 CFR as <br />amended by Section 102 of the Disaster Mitigation Act of 2000 gives state and local governments the <br />framework to evaluate and mitigate all hazards as a condition of receiving federal disaster funds. The <br />Ramsey County Multijurisdictional HMP is a requirement of the law. In Minnesota, federal regulatory <br />authority for hazard mitigation planning resides with FEMA Region V.
