<br />COMMUNITY PROFILE <br />Ramsey County Multijurisdictional Hazard Mitigation Plan | July 2012 2-19 <br />Mississippi River Critical Area <br />According to the Ramsey County Comprehensive Plan’s section on the Mississippi River Critical Area – <br />Minnesota National River and Recreation Area Plan, the Mississippi River plays a significant role in <br />Ramsey County’s history, its current life, and its future. The river in downtown St. Paul has been, and <br />will continue to be, a major transportation resource and the focus of extensive commercial and industrial <br />activity. Ramsey County’s Mississippi Critical Area – Minnesota National River and Recreation Area <br />Plan addresses the County’s policies, plans, and activities related to the portions of the Minnesota’s <br />Mississippi River Critical Area Corridor and the U.S. Department of the Interior’s Mississippi National <br />River and Recreation Area (MNRRA) that are located in the County. This plan focuses on topic areas <br />where Ramsey County has responsibilities and is active. Since Ramsey County is exempt from the Land <br />Use planning requirements, it does not have a role in regulating land use by other jurisdictions or entities. <br />In general, Ramsey County’s role in the Critical Area – MNRRA Corridor stems from its ownership of <br />property and its provision of transportation, parks, recreation, and open space services. Although it has a <br />strong interest in activities within the corridor, Ramsey County does not do land use planning and does <br />not have the ordinances, regulations, or other authorities associated with land use planning. <br />Figure 2-11 <br />Mississippi River Critical Area Districts <br /> <br /> <br />
