<br />Section 4 <br />4-2 Ramsey County Multijurisdictional Hazard Mitigation Plan | July 2012 <br />4.2 Risk and Vulnerability Assessment Process <br />The Multijurisdictional Hazard Mitigation Planning Committee conducted a comprehensive hazard, risk, <br />and vulnerability assessment of Ramsey County. <br />To develop effective hazard mitigation strategies, it is first necessary to identify and profile all hazards <br />facing the community. A risk assessment is the process of measuring the potential loss of life, personal <br />injury, economic injury, and property damage resulting from natural hazards by assessing the <br />vulnerability of people, buildings, and infrastructure to natural and technological disasters. Several <br />methods were used to identify risks to the community that included evaluating historical data from <br />scientific and news media sources, soliciting opinion and experiences from participating jurisdictions and <br />Ramsey County residents, and surveying risks identified in the State of Minnesota HMP that were <br />pertinent to Ramsey County. <br />Following the risk assessment, a vulnerability assessment was conducted. This analysis predicts the extent <br />of damage that may result from a hazard event of a given intensity in a given area on the existing and <br />future build environment. Determining the community’s vulnerability involved identifying the risk posed <br />to people, property, and the environment. This also included identifying critical facilities that could be <br />affected by each hazard. <br />The following natural and technological hazards were identified: <br /> <br />Hazard Justification for Inclusion <br />Severe Winter Storms Frequency, previous incidents, county-wide hazard <br />Severe Thunderstorms Frequency, previous incidents, county-wide hazard <br />Tornadoes Frequency, previous incidents, county-wide hazard <br />Lightning Frequency, county-wide hazard <br />Extreme Temperatures Frequency, county-wide hazard <br />Hailstorms County-wide hazard <br />Wildfires Frequency, potential adverse impact <br />Flooding Frequency, previous incidents <br />Drought Previous incidents, county-wide hazard <br />Rockslides Previous incidents <br />Epidemics/Pandemics Previous incidents <br />Dam/Levee Failure Potential adverse impact <br />Terrorism Potential adverse impact <br />Requirement 44 CFR 201.6(c) (2) (ii) <br />The risk assessment shall include a description of the jurisdiction’s vulnerability to the hazards <br />described in paragraph (c)(2)(i) of this section. This description shall include an overall summary of <br />each hazard and its impact on the community. <br />Requirement 44 CFR 201.6(c) (2) (i) <br />The risk assessment shall include a description of the type, location and extent of all natural hazards <br />that can affect the jurisdiction. The plan shall include information on previous occurrences of hazard <br />events and on the probability of future hazard events. <br />
