Mounds View City Council July 23, 2012 <br />Regular Meeting Page 6 <br /> <br /> 1 <br />AMENDMENT: Flaherty/Stigney. To not increase the 2012 budget by $20,000 through the 2 <br />purchase of the 400 chairs for the Event Center in the Mounds View Community Center. 3 <br /> 4 <br />AMENDMENT VOTE: 5 <br /> 6 <br /> Ayes – 5 Nays – 0 Motion carried. 7 <br /> 8 <br />Council Member Stigney stated he was in favor of the City staying within the 2012 budget for 9 <br />this expense. 10 <br /> 11 <br />MOTION VOTE: 12 <br /> 13 <br /> Ayes – 4 Nays – 1 (Stigney) Motion carried. 14 <br /> 15 <br />F. Resolution 7973, Authorizing Envirobate to Perform HVAC 16 <br />Decontamination and Cleaning at the Community Center. 17 <br /> 18 <br />Public Works Director DeBar stated the HVAC units at the Community Center were in need of 19 <br />cleaning and decontamination. It was reported the system was installed in 1997 and has 20 <br />struggled to provide consistent air quality in the building. Limited HVAC work has been 21 <br />completed on the building in the last 12 years of operation. The deficiencies and high humidity 22 <br />were now a result of this deferred maintenance. 23 <br /> 24 <br />Public Works Director DeBar indicated an environmental consultant recommended a deep 25 <br />cleaning of the HVAC system. Envirobate was contacted to assist the City with cleaning the duct 26 <br />work and roof top units. The work would be completed on a time and material basis. In 27 <br />addition, the ceiling tiles would need cleaning or replacement in the RTU4 zone. 28 <br /> 29 <br />Public Works Director DeBar explained this was not a budgeted expense, however would 30 <br />address the concerns with the HVAC unit at the Community Center. He recommended 31 <br />authorizing Envirobate to perform the cleaning. 32 <br /> 33 <br />Council Member Mueller asked if this was a long-term solution to address the concerns with the 34 <br />HVAC units at the Community Center. Public Works Director DeBar commented the space was 35 <br />not balanced when it was first constructed. He noted the open air plenum did not typically have 36 <br />issues. 37 <br /> 38 <br />Council Member Mueller questioned if it was cost effective to have the duct work cleaned and 39 <br />wiped down instead of replaced. Public Works Director DeBar stated it was less expensive to 40 <br />have them cleaned versus a total duct work replacement. He stated the cleaning would provide 41 <br />energy cost savings in the long run. 42 <br /> 43 <br />Council Member Mueller inquired if this cleaning would be written into the Community Center’s 44 <br />future maintenance and budget. Public Works Director DeBar stated this would be necessary 45
