Mounds View City Council August 27, 2012 <br />Regular Meeting Page 2 <br /> <br />A. 7:05 p.m. Public Hearing, Second Reading and Adoption of Ordinance 873, 1 <br />an Ordinance Implementing a Franchise Fee on Xcel Energy Electric and 2 <br />Natural Gas Operations within the City of Mounds View. 3 <br /> 4 <br />Finance Director Beer indicated this item was the second reading and adoption of Ordinance 874 5 <br />implementing a 4% franchise fee on Xcel Energy for electric and natural gas operations in the 6 <br />City of Mounds View. He discussed how the franchise fees were used by the City. He noted this 7 <br />was the end of the current franchise and renewals were being negotiated by Kennedy & Graven at 8 <br />this time. Staff recommended the Council adopt the Ordinance. 9 <br /> 10 <br />Mayor Flaherty opened the public hearing at 7:05 p.m. 11 <br /> 12 <br />Hearing no public input, Mayor Flaherty closed the public hearing at 7:05 p.m. 13 <br /> 14 <br />MOTION/SECOND: Mueller/Gunn. To Waive the Second Reading and Adopt Ordinance 873, 15 <br />an Ordinance Implementing a Franchise Fee on Xcel Energy Electric and Natural Gas 16 <br />Operations within the City of Mounds View and publish the Ordinance summary. 17 <br /> 18 <br />ROLL CALL: Hull/Stigney/Mueller/Gunn/Flaherty. 19 <br /> 20 <br /> Ayes – 5 Nays – 0 Motion carried. 21 <br /> 22 <br />B. 7:10 p.m. Public Hearing, Second Reading and Adoption of Ordinance 874, 23 <br />an Ordinance Implementing a Franchise Fee on Center Point Energy Natural 24 <br />Gas Operations within the City of Mounds View. 25 <br /> 26 <br />Finance Director Beer indicated this item was the second reading and adoption of Ordinance 874 27 <br />implementing a 4% franchise fee on Center Point Energy for natural gas operations in the City of 28 <br />Mounds View.
