<br /> <br />Item No:7C <br />Meeting Date: October 22, 2012 <br />Type of Business: Action <br />City Administrator Review: ________ <br /> <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Heidi Heller, Planning Associate <br />Item Title/Subject: Consideration of Resolution 8004, Approving the PUD <br />Agreement for the “Coventry Senior Living” <br />Development; Planning Case MU2010-001 <br /> <br /> <br />Introduction: <br /> <br />Coventry Senior Living, represented by Greg Johnson, has received City approval for a <br />95-unit senior housing Planned Unit Development. The development will combine the <br />three properties at 2320 and 2340 County Road 10, and 5260 O’Connell Drive into one <br />2.18 acre parcel. Residential developments for senior housing that are over two acres <br />in size have the option to be a Planned Unit Development. The City creates PUD <br />Agreements for all projects that are designated Planned Unit Developments in order to <br />have a document that will give the specific requirements and allowances for the <br />particular project since it may not exactly conform to typical zoning requirements. <br /> <br />Discussion: <br /> <br />On May 14, 2012, the City Council passed Resolution 7951, which re-approved the final <br />plat and Developer’s Agreement for the Coventry Senior Living development. On <br />August 27, 2012, the City Council also adopted Ordinance 848 to rezone three <br />properties to PUD, Planned Unit Development, and Ordinance 858 to vacate drainage, <br />utility and water main easements. The PUD Agreement is the last outstanding item for <br />the City Council to review and act on for this project. <br /> <br />A PUD Agreement is a document that is recorded with Ramsey County that is very <br />specific to the requirements and allowances, such as allowed uses, setbacks, parking, <br />building design, signage, landscaping, lighting, site maintenance, etc. Since a PUD <br />project doesn’t typically fit with the zoning requirements for a similar zoning district, City <br />staff and the developer and future owners will use this document to guide the future <br />maintenance and needs of this site. <br />
