Item No:7C
Meeting Date: October 22, 2012
Type of Business: Action
City Administrator Review: ________

City of Mounds View Staff Report
To: Honorable Mayor and City Council
From: Heidi Heller, Planning Associate
Item Title/Subject: Consideration of Resolution 8004, Approving the PUD
Agreement for the “Coventry Senior Living”
Development; Planning Case MU2010-001

Introduction:

Coventry Senior Living, represented by Greg Johnson, has received City approval for a
95-unit senior housing Planned Unit Development. The development will combine the
three properties at 2320 and 2340 County Road 10, and 5260 O’Connell Drive into one
2.18 acre parcel. Residential developments for senior housing that are over two acres
in size have the option to be a Planned Unit Development. The City creates PUD
Agreements for all projects that are designated Planned Unit Developments in order to
have a document that will give the specific requirements and allowances for the
particular project since it may not exactly conform to typical zoning requirements.

Discussion:

On May 14, 2012, the City Council passed Resolution 7951, which re-approved the final
plat and Developer’s Agreement for the Coventry Senior Living development. On
August 27, 2012, the City Council also adopted Ordinance 848 to rezone three
properties to PUD, Planned Unit Development, and Ordinance 858 to vacate drainage,
utility and water main easements. The PUD Agreement is the last outstanding item for
the City Council to review and act on for this project.

A PUD Agreement is a document that is recorded with Ramsey County that is very
specific to the requirements and allowances, such as allowed uses, setbacks, parking,
building design, signage, landscaping, lighting, site maintenance, etc. Since a PUD
project doesn’t typically fit with the zoning requirements for a similar zoning district, City
staff and the developer and future owners will use this document to guide the future
maintenance and needs of this site.
