However, on-street parking on <br />both sides of the street does not appear necessary based on the observed number of vehicles <br />typically parked on Hillview Road. Eliminating one parking lane decreases stormwater <br />management requirements as well as construction costs (by approximately $20,000). <br /> <br />Pedestrian/bicycle accommodations on Hillview will be an east-west connection located in the <br />central part of the city. The comprehensive map also shows a proposed future corridor on Hillview <br />Road east of Jackson Drive and continuing on to Quincy Street. Any accommodations (sidewalk, <br />bike lane, trail, etc.) considered along Hillview in Area F should be located on the north side of the <br />street. Hillview Park is located on the north side of Hillview Road just west of Long Lake Road; <br />and there is a bituminous trail that leads into Greenfield Park, also on the north side of Hillview <br />Road. Although pedestrian traffic counts are not available, it is safe to assume that there would be <br />sufficient traffic volume on this street section, as key links to this corridor already exist along Long <br />Lake Road and Quincy Street. Constructing accommodations on Hillview Road will complete <br />approximately two thirds of the connection along this corridor. <br /> <br />The notice sent to property owners on this segment of Hillview included recommended options and <br />a feedback portion (see attached). The recommended options by the design engineers and <br />Committee included a parking lane only on the north side of the street, and either an 11-foot off- <br />street multi-use trail or a combined 6.5-foot wide concrete sidewalk with 5.5-foot on-street bike <br />lane. The trail and sidewalk are both recommended for the north boulevard. <br /> <br />Eleven feeback forms were received by property owners along the corridor. In general, support for <br />a sidewalk or trail was split. However, there was a strong preference for the combined <br />sidewalk/bike lane over the multi-use trail option. In addition, parking on the south side of the <br />street was preferred over the north side. The Committee reviewed the feedback at their October <br />meeting and recommended (4-0) the sidewalk in the north boulevard with an adjacent bike lane <br />(west bound), with one parking lane located on the south side of the street (eastbound). A typical <br />section is also attached to this report. <br /> <br />Recommendation: <br />Engineering staff and the Streets and Utilities Committee recommend that the City Council <br />consider adopting the attached resolution approving a 35.5-foot wide (curb face to curb face) <br />street design for Hillview Road between Long Lake Road and Jackson Drive.
