Mounds View City Council October 22, 2012 <br />Regular Meeting Page 9 <br /> <br />Mr. Urbanski stated he would provide Staff with the resolution approved by St. Paul with 1 <br />revisions. 2 <br /> 3 <br />Mayor Flaherty questioned how the Council wanted to proceed. 4 <br /> 5 <br />Council Member Stigney stated this was a well-intentioned resolution but was not in favor of the 6 <br />City Council of Mounds View taking action on this item. He would like to see the Council 7 <br />remain apolitical on these items. 8 <br /> 9 <br />Council Member Hull asked how local cities would benefit from passing this Resolution. Mr. 10 <br />Urbanski stated that the Resolutions would be passed along to State and Federal representatives 11 <br />making them aware of the need for policy changes at a national level. He further discussed how 12 <br />higher federal spending took away from the availability of local dollars. He saw great benefit in 13 <br />bringing this issue from the bottom up to show the federal government the City was feeling the 14 <br />impact of budget cuts. 15 <br /> 16 <br />Council Member Hull was in favor of moving forward with the resolution. 17 <br /> 18 <br />Council Member Mueller agreed with Council Member Stigney on this issue and requested the 19 <br />City remain apolitical. She suggested Mr. Urbanski begin a petition for this issue. 20 <br /> 21 <br />Council Member Gunn was in favor of removing Paragraphs 2, 3, 5, and 7 addressing finances 22 <br />from the resolution. This would create a much more generic resolution that she could then 23 <br />support. 24 <br /> 25 <br />Mayor Flaherty stated he did not disagree with the resolution, but did not want this to become a 26 <br />partisan issue. He wanted to maintain a non-partisan level of government at the local level and 27 <br />for this reason, he would not support the resolution moving forward. 28 <br /> 29 <br />City Administrator Ericson stated the Charter Commission met several weeks ago and discussed 30 <br />Chapter 8 of the Charter. He indicated the Charter would meet again on November 14th. 31 <br /> 32 <br />Finance Director Beer indicated he attended the Minnesota Society of CPA’s today and received 33 <br />a great deal of information along with legal updates. 34 <br /> 35 <br />Public Works Director DeBar provided the Council with project updates noting the water tower 36 <br />was complete and would be filled once everything had cured. He noted Lambert Park would be 37 <br />completed in the near future and a ribbon cutting ceremony was being planned for sometime in 38 <br />November. He noted the City Forester position was being discussed by Staff. 39 <br /> 40 <br />C. Reports of City Attorney. 41 <br /> 42 <br />City Attorney Riggs had nothing additional to report. 43 <br /> 44
