Resolution 7721, Approving a Consultant Services Agreement with Greater 2 <br />Metropolitan Housing Corporation (GMHC) for Housing Resource Center 3 <br />(HRC) and Loan Administration and Underwriting Services. 4 <br /> 5 <br />City Administrator Ericson stated the Resolution before the Council this evening would provide 6 <br />the City with housing resource services along with administrative and underwriting services on 7 <br />future home loans. The City has worked with GMHC since 2001. He reviewed the proposed 8 <br />fees in detail and recommended Council approve the service agreement. 9 <br /> 10 <br />Council Member Stigney questioned why the agreement did not state the fees would be paid by 11 <br />the borrower. City Administrator Ericson indicated not all fees would be covered by the 12 <br />borrower as they may not be able to cover all of these expenses. 13 <br /> 14 <br />Suzanne Snyder, GMHC, explained which fees would be covered by the resident and which 15 <br />would be the responsibility of the City. 16 <br /> 17 <br />Council Member Mueller indicated the six month synopsis provided by GMHC shows that over 18 <br />300 families in Mounds View have been serviced by the Housing Resource Center. She felt the 19 <br />expense to this organization was well worth its value in assistance provided to the community. 20 <br /> 21 <br />MOTION/SECOND: Gunn/Mueller. To Waive the Reading and Adopt Resolution 7721, 22 <br />Approving a Consultant Services Agreement with Greater Metropolitan Housing Corporation 23 <br />(GMHC) for Housing Resource Center (HRC) and Loan Administration and Underwriting 24 <br />Services. 25 <br /> 26 <br />Mayor Flaherty indicated residents were in need and this program would greatly benefit the 27 <br />housing stock. 28 <br /> 29 <br /> Ayes – 5 Nays – 0 Motion carried. 30 <br /> 31 <br /> C. Introduction and First Reading of Ordinance 853, Amending Title 1000 of 32 <br />the City Code. 33 <br /> 34 <br />Community Development Director Roberts reviewed the proposed Ordinance amendments with 35 <br />the Council. He explained the code dealt with building and development regulations within the 36 <br />City. It was staff’s opinion that reviewing contractors licensing could be completed at a staff 37 <br />level, with updates made to Council. Staff recommended introduction of the Ordinance with the 38 <br />proposed changes. 39 <br /> 40 <br />Council Member Mueller questioned when plan check fees could be reimbursed.
