<br />Item No: 8D <br />Meeting Date: March 14, 2011 <br />Type of Business: Consent <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: James Ericson, City Administrator <br />Item Title/Subject: Resolution 7756 Approving a Memorandum of <br />Understanding between the City and LELS 232 regarding a <br />Training Stipend <br /> <br />Introduction: <br /> <br />Law Enforcement Labor Services, Inc. is the bargaining group representing both the patrol <br />officers and the sergeants. The Patrol unit is Local 204 while the Sergeants unit is Local <br />232. <br /> <br />Discussion: <br /> <br />W hen the City hires new patrol officers, other officers within the unit provide the field <br />training. The patrol officers who perform the training are referred to as Field Training <br />Officers, and according to the labor agreement with the patrol officers, when the officers <br />are needed to provide this training, they qualify for an additional stipend of $154.50 per <br />month, or prorated as may be the case. <br /> <br />Due to recent promotions from the patrol officer ranks, the staff that had been certified to <br />conduct such training has been depleted. It will likely be the case that one or both of the <br />recently promoted sergeants will need to provide field training services in the interim, <br />however there is no corresponding training stipend in the Sergeants’ labor agreement. <br /> <br />Attached is a Memorandum of Understanding (MOU) approved by the bargaining group, <br />the City Administrator and the City Attorney. To ensure the department is able to provide <br />the new police officer with the training needed, the MOU indicates that the same stipend <br />available to the Patrol unit would be available to the Sergeants unit. <br /> <br />Recommendation: <br /> <br />Staff recommends approval of Resolution 7756, a resolution approving a Memorandum of <br />Understanding between the City of Mounds View and LELS 232 regarding a training <br />stipend. <br /> <br />Respectfully submitted, <br /> <br /> <br /> <br />________________________ <br />James Ericson <br />City Administrator <br /> <br />
