<br />Budget Analysis <br />The Community Development Department finished 2010 under budget by about $55,000, <br />spending about 89 percent of the funds authorized by the City Council. The department staff <br />was careful in their spending for supplies, books and periodicals, printing, memberships and <br />training that resulted in a savings of about $13,000. The largest savings for the department <br />was because the City spent $42,000 less on salaries and benefits in 2010 than budgeted by <br />the City Council. This savings is primarily because we were able to use Don Burda on a very <br />limited basis as a seasonal inspector while maximizing his time with the City. <br /> <br />As for revenue in 2010, the City had budgeted to collect $125,000 in building permit and li- <br />cense revenues. The City actually collected $65,610 in permit and license fees in 2010. This <br />is because the total value of building permits in 2010 was down when compared to 2009 <br />($2,263,947 versus $6,606,471) and the total number of permits was down (350 versus 405). <br />A large number of the building permits that the City issued in 2010 were for reroofing. <br />I am happy to present to the City Council and to the <br />residents of Mounds View the Community Development <br />Department’s 2010 Annual Report. The department staff <br />has compiled much information about 2010 for the <br />department including a budget summary, a collection of <br />updates that highlight development activity in the City, <br />staff member highlights, code enforcement and housing <br />maintenance spotlights, economic development activity <br />and year-end reports and statistics. I have found that the <br />work that the Community Development Department <br />accomplishes is a direct result of the great staff – those in <br />the department and all City employees. <br /> <br />While the City had fewer planning applications and <br />building permits in 2010, the department staff continued <br />to provide excellent service for the City in a variety of <br />ways. This included increased code enforcement, <br />webmaster responsibilities and improving public <br />communications.
