PROPERTY MAINTENANCE & CODE ENFORCEMENT
During 2010, staff opened 329 Code Enforcement cases throughout the City. These 329 Code Enforcement cases repre-
sented a total of 473 code violations. At the end of 2010, staff had closed 319 of the 329 cases, which represents a 96%
closure rate for 2010. The case closure rate for 2009 was 96%. For some perspective about this, we have attached a
graph showing the 10-year history of cases that staff has opened.

PSO Tyler Martin left Mounds View in January 2010 to accept a position as a full time police officer. Jarren Zech worked
as a PSO from May to August 2010 and then took a position with the City of Blaine. The City hired Craig Swalchick as a
PSO in October and he has started to help with code enforcement activities as his schedule allows. Because of the turn
over in this position, there were two employment gaps for the PSO position. This gap eliminated the Code Enforcement
help that the PSO provides the City during some of the busier months.

Use of Technology
The City continued using the Comcate Code Enforcement Management software
during 2010. Comcate has surpassed the City’s expectations by providing two
significant updates per year to the Code Enforcement Manager system. These
updates continue to improve an already excellent product. As in 2009, staff now
generates most correction notices using a mobile printer in the inspection vehicle
while in the field. This fiscally responsible investment in technology has put the
City in a good position to respond effectively to the increased service requests by
our citizens about code enforcement.
49
40
7647
41
20
18
28Vehicles off improved surface (49)
Junk/Debris (40)
Long grass (76)
Public Nuisance General (47)
Abandoned/Unsafe Vehicle (41)
Garbage/Trash (20)
Brush Pile (18)
Work without permit (28)
2010 TOP CODE ENFORCEMENT CASE TYPES
PAGE 7
