PAGE 10
NUISANCE & ZONING CODE VIOLATION TOTALS: 2000-2010
In 2010, the Planning Commission held 14 meetings. The main cases approved by the Planning Commission and City Council were:
A renewal of the Interim Use Permit for the temporary tent at the Mermaid for another 5 years.
Amended the Conditional Use Permit for the previous Saturn dealership by removing the condition that the property
owners had to maintain a new car license. After General Motors discontinued the Saturn brand in 2010, the dealer-
ship owners wanted to change the business into a “Motor Trend Used Vehicle” store and were not sure what the
future held for obtaining a new car franchise at this location.
Approved a development review and preliminary plat for Coventry Senior Living, a 95-unit senior housing building
on the self-serve car wash site and two adjacent vacant lots on the west side of County Highway 10. The timing for
the start of their project has been dependent on when the Select Senior Living project occurs. They will be submit-
ting their final plat to the City for approval in early 2011 in order to complete their planning application, but are still
unsure of when they will start construction.
Approved a Conditional Use Permit for a Farmer’s Market in Mounds View located in the Wynnsong movie theater
parking lot.
Considered a variance request to allow reduced lot widths in a wetland district for Longview Estates. The Planning
Commission denied the request, but the City Council overturned the decision and approved the variance with condi-
tions that no additional development beyond the approved 10 lots occurs on this property.
Approved amendments to the B-1, Neighborhood Business, and B-2 Limited Business Zoning Codes and the Sign
Code. The City made these changes to help future and existing businesses in the City.
Approved three conditional use permits for oversize garages.

Other 2010 planning activity:
The City Council adopted the 2008 Comprehensive Plan in February.
Staff continues to work with Select Senior Living to finalize the details of their project in anticipation of beginning
construction. They unfortunately again ran into problems with their financing due to the current financial market.
They hope to complete the process in early 2011 and begin construction in the spring.
The City renewed its participation in the Metropolitan Council’s Livable Communities Act for the years 2011 to 2020
and submitted the required Housing Action Plan to the Met Council.
137 158 146
103 92 113
171
255 255
456
329
10
60
110
160
210
260
310
360
410
460
2000 2001 2002 2003 2004 2005 2006 2007 2008 2009 2010
PLANNING
