Item No: 07C <br />Meeting Date: March 14, 2011 <br />Type of Business: CB <br />Administrator Review: ____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Desaree Crane, Assistant City Administrator <br />Item Title/Subject: Resolution 7754, Approving the Hire of Agnes Quasabart <br />to the Position of Accountant in the Finance Department <br /> <br />Background: <br /> <br />Mary Tatarek will be retiring with more than 30 years of service with the City. Her last day <br />with the City is on April 22, 2011. <br /> <br />At the January 24, 2011, City Council Meeting, the City Council authorized Staff to start the <br />process of filling the pending vacant Accountant position prior to Ms. Tatarek’s retirement. <br />This gives the City an opportunity to find a replacement and utilize the knowledge and <br />experience of the incumbent to assist in training her replacement. <br /> <br />Discussion: <br /> Staff advertised the opening on the City’s website, the League of MN Cities website, and with <br />the StarTribune. Staff received over eight (80) applications, and interviewed eight (8) <br />candidates. There were two (2) interview panels. The first panel consisted of Finance <br />Director Mark Beer, Arden Hills Finance Director Sue Iverson, and Assistant City <br />Administrator Desaree Crane. The second interview panel consisted of Accountant Mary <br />Tatarek, Payroll/Utility Specialist Debbie Jasper, and Accounts Payable Clerk Marge <br />Norquist. It was the consensus of Staff to recommend Agnes Quasabart to the position of <br />Accountant. <br /> <br />Ms. Quasabart is currently employed as Deputy Treasurer with the City of Columbus, <br />Minnesota, since 2006. Her other qualifications include a bachelors degree in Accounting <br />and has a current CPA (Certified Public Accountant) license. Reference checks and <br />background checks are complete and satisfactory. <br /> <br />The Accountant position is an exempt, union position. Staff is recommending Step 1 of the <br />City’s pay plan at $24.84/hour for Ms. Quasabart, with an increase to Step 1.5 of the salary <br />range (currently $25.62/hrhour) after six months of employment, and to Step 2 of the salary <br />range (currently $26.39/hour) after 1 year of employment. Ms. Quasabart has been notified <br />that all increases are subject to a satisfactory performance evaluation and City Council <br />consideration. <br /> <br />Ms. Quasabart would begin employment on Tuesday, March 29, 2011. <br /> <br /> <br /> <br /> <br /> <br /> <br />
