Mounds View City Council March 14, 2011 <br />Regular Meeting Page 5 <br /> <br /> 1 <br />Council Member Gunn noted the school district was on Spring Break this week and reminded the 2 <br />public to be cautious of children playing outdoors. 3 <br /> 4 <br />Acting Mayor Mueller noted the Festival in the Park Committee was meeting on March 15th at 5 <br />City Hall at 7:00 p.m. She noted the Committee was still seeking volunteers with a special need 6 <br />for parade planning. 7 <br /> 8 <br /> B. Reports of Staff. 9 <br />1. Community Development Department 2010 Report. 10 <br /> 11 <br />Community Development Director Roberts reviewed the Community Development Department 12 <br />2010 Annual Report with the Council. He indicated the report was a group effort from his 13 <br />department and reflected well on his Staff. Highlights of the year include the department 14 <br />finishing the year $55,000 under budget. However, revenues also down were over the year. 15 <br /> 16 <br />Community Development Director Roberts indicated Coventry Senior Living would continue 17 <br />with their development along with Select Senior Living. In addition, the Farmers Market had a 18 <br />successful year in 2010, and would be back again this year at the Movie Theater. He noted the 19 <br />logo implementation continues within the City and signs were erected along County Highway 10 20 <br />in 2010. Several code enforcement cases were then discussed noting the City was working to 21 <br />reduce the number of cases. 22 <br /> 23 <br />Community Development Director Roberts explained he would be presenting a nuisance service 24 <br />call fee ordinance to the Council at the April work session meeting. This Ordinance would give 25 <br />the City the ability to charge a service fee to an owner/occupant if a single property generates 26 <br />several service calls in one year. This service fee was being proposed in lieu of the vacant 27 <br />building registration ordinance. 28 <br /> 29 <br />Acting Mayor Mueller questioned if the Annual Report would be available for residents to view 30 <br />online or at City Hall. Community Development Director Roberts stated the information would 31 <br />be available after this evenings meeting. 32 <br /> 33 <br />2. Police Department 2010 Report. 34 <br /> 35 <br />Police Chief Kinney reviewed the Police Departments 2010 Annual Report with the Council in 36 <br />detail. He reviewed the crimes and calls numbers stating the calls for service had increased in 37 <br />2010, along with court citations. In the area of crime prevention, all businesses in the City of 38 <br />Mounds View passed both checks for the alcohol and tobacco compliance checks. 39 <br /> 40 <br />Police Chief Kinney indicated a crime mapping feature was now available on the department’s 41 <br />website. This has become a popular tool for the residents to review the location and type of 42 <br />crime committed in the City. He stated the School Resource Officer at Edgewood Middle School 43 <br />maintains a busy schedule due to the increased level of juvenile crime in the community. 44 <br />However, the officer on this duty has been working well with the school district. 45
