<br /> <br /> <br />RESOLUTION NO. 7760 <br /> <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br /> <br />RESOLUTION AUTHORIZING THE ELIMINATION (LAYOFF) OF THE COMMUNITY <br />DEVELOPMENT DIRECTOR POSITION HELD BY KENNETH ROBERTS AND <br />PROVIDING FOR SEVERANCE <br /> <br /> <br /> WHEREAS, the City Council has directed the City Administrator to evaluate staffing <br />and make recommendations that would result in a potential reduction in workforce and a <br />reduction in budget expenditures; and, <br /> <br />WHEREAS, revenues in the Community Development Department, collected <br />through building permit, planning fees, plan review fees and contractor licenses, have <br />decreased substantially over the last two years; and, <br /> <br />WHEREAS, as a result of market forces and a poor economy, the volume of <br />building and planning activity within said Department has decreased substantially over the <br />last two years; and, <br /> <br />WHEREAS, as a result of the decreased revenue and the decreased activity, it has <br />become evident that the Community Development Department has more staff than <br />presently necessary; and, <br /> <br />WHEREAS, in recognition of certain factors including duties, responsibilities, <br />longevity and compensation, in combination with the reduced departmental workload, the <br />City Administrator has determined that the position of Community Development Director, <br />currently held by Kenneth Roberts, can no longer be supported; and, <br /> <br />WHEREAS, Section 4.15 of the City’s Personnel Policy provides that the “City <br />Administrator, with the approval of the City Council, may lay-off any employee whenever <br />such action is deemed necessary by reason of shortage of work funds, the elimination of <br />the position, changes in the organization, or other causes.” <br /> <br />NOW, THEREFORE BE IT RESOLVED, that the Mounds View City Council hereby <br />authorizes the City Administrator to eliminate the Community Development Director position <br />by means of layoff. <br /> <br />BE IT FURTHER RESOLVED, that last day of employment of Mr. Kenneth Roberts <br />shall be April 11, 2011, and the last day of work shall be March 28, 2011, as specified in the <br />Notice of Layoff provided to said employee. <br /> <br />BE IT FURTHER RESOLVED, Mr. Roberts shall receive a severance payment of <br />one week’s pay for each complete year of service plus any unused floating holidays, and be <br />accorded all other severance benefits as provided in the City’s Personnel Policy subject to <br />the terms and conditions therein. <br />
