Item No: 7B Meeting Date: April 11, 2011 Type of Business: Council Business Administrator Review : ____ City of Mounds View Staff Report To: Honorable Mayor and City Council From: Thomas Kinney, Chief of Police Item Title/Subject: Resolution 7767 Approving the Hiring of Andrew Olson as a Police Officer Background: Two vacancies have occurred within the Police Department due to the resignation of previous Police Chief Mike Sommer on October 30, 2009 and Sergeant Mike Kampa on July 30, 2010. The City Council discussed these vacancies and approved the process to initiate the hiring of an officer with Resolution 7634 on June 28, 2010. One of the vacant officer positions was filled on March 2, 2011, with the authorization to hire Nathan Garland by Resolution 7750. Discussion: On February 23, 2011, the Police Civil Service Commission certified an active eligibility list for the position of Police Officer based on previously conducted testing components, which included written testing and interviews. The next available top three candidates on the list are as follows: 1. Andrew Olson 2. Kevin Lukens 3. Brian Micheletti The top candidate, Andrew Olson, has successfully completed all of the required testing procedures, which included an oral board examination, physical agility test, written exam, background examination, physical examination and a psychological examination. Staff has personally met with and interviewed Mr. Olson and feels he would be an excellent addition to the department. Recommendation: Staff recommends City Council approval of Resolution 7767, a resolution authorizing the hire of Andrew Olson to the position of Police Officer at Step 1 ($20.70/hr) of the compensation schedule in accordance with the Law Enforcement Labor Services Contract, which governs the compensation for this position, effective on April 25, 2011.
