Res. 7770 Authorizing the Advertisement for the Engineering/GIS Intern
April 11, 2011
Page 2
It is proposed to keep the same initial hourly rate (with no benefits) of $11.75 for the position,
but allow an increase to $12.50 per hour after 12 months of continuous employment and a
satisfactory performance evaluation (Bonestroo’s current standard GIS hourly rate is $83 to
$104 plus $22 per hour for GIS workstation). The intern worked 499.5 hours in 2010 for a total
personnel cost of $6,318.13, compared to a comparable time cost of $52,447.50 to $62,937 to
have Bonestroo perform the work. In addition, the 2010 Budget included $25,000 for GIS base
mapping by consultants which was not required. The intern position is included in the 2011
budget and funded entirely by the Water and Sanitary Sewer Enterprise Funds.

Work hours for the intern would remain the same, with full-time employment during summer and
holiday breaks, and part-time employment (10-15 hours per week) the remainder of the year. If
authorized, the position will be posted on the Mounds View, League of Minnesota Cities, and
Minnesota GIS Consortium websites. Applications would be due on April 27, 2011 with an
estimated start date of mid-May to early-June. A resolution to hire the finalist would be
considered by the City Council at one of their regular meetings in May.

Recommendation:
Staff recommends that the City Council consider adopting Resolution 7770, which will authorize
the advertisement for employment applications for the Engineering/GIS Intern position. A
separate resolution will be presented to City Council in May 2011 upon selection of a suitable
finalist for the Engineering/GIS Intern position.

Respectfully submitted,

Nick DeBar - Public Works Director

Attachments:
 Resolution 7770
