Item No: 7C <br />Meeting Date: July 11, 2011 <br />Type of Business: Council Business <br />Administrator Review: ____ <br /> <br />City of Mounds View Staff Report <br /> <br /> <br /> <br />To: Honorable Mayor and City Council <br />From: Nick DeBar, Public Works Director & <br /> Desaree Crane, Assistant City Administrator <br />Item Title/Subject: Resolution 7809, Approving a Revised Position Description and <br />Authorizing the Advertisement for Rehiring a Public Works <br />Maintenance Worker in the Sanitary Sewer Division <br /> <br />Discussion: <br />Recently Nate Behlen, a Public Works Maintenance Workers in the Sanitary Sewer <br />subdivision, gave a two-week notice of his resignation from the City – his last day is <br />scheduled to be July 13, 2011. Nate will be pursuing his public works career with a larger <br />Metropolitan city. <br /> <br />There are two maintenance workers assigned to the sanitary sewer subdivision. These <br />positions are responsible for cleaning and inspecting over 44 miles of sanitary sewer pipes <br />and 900+ manholes; operating and maintaining two lift stations; televising and evaluating <br />sewers and manholes on a regular schedule and for the street and utility improvement <br />projects; and maintaining and keeping sanitary sewer equipment in good running condition. <br />There was approximately 383,000,000 gallons of wastewater collected in the city sewer <br />system during 2010. <br /> <br />City staff has evaluated the need for this position and recommends rehiring of the soon-to- <br />be-vacant sanitary sewer maintenance worker position. Most of the daily activities required <br />of the position require working in crew of two. Like other full-time maintenance workers in <br />Public Works, this position also participates in the standby duty and call-back program for <br />after-hours maintenance and emergencies. This position is part of the Public Works <br />Collective Bargaining Unit and is funded entirely by the sanitary sewer enterprise fund. <br /> <br />The position description for the sanitary sewer maintenance worker has also been <br />evaluated and is proposed to be tweaked (see attached). These revisions are proposed to <br />clean-up some deficiencies and clarify requirements related to driving license endorsements <br />and standby duty/call back programs required of the position. None of the proposed <br />revisions change the current intent and duties of the position, and will not affect the hay <br />points. <br /> <br />If authorized, the rehiring of the sanitary sewer maintenance worker position will be posted <br />on the Mounds View and League of Minnesota Cities websites, and if necessary, advertised <br />in a regional paper. Applications will be due on July 29, 2011 and interviews will take place <br />the week of August 8. If a qualified candidate is selected, it is likely that the City Council will <br />consider refilling the position at their August 22, 2011 regular meeting. <br /> <br /> <br /> <br />
