<br />Bauer Welding CUP Amendment Report <br />July 11, 2011 <br />Page 2 <br /> <br /> <br /> <br />CUP Considerations: <br /> <br />Relationship with the Comprehensive Plan. The Comprehensive Plan encourages the <br />expansion and City support of existing businesses within Mounds View. 2159 Mustang Drive <br />is designated as light industrial and the proposed storage area is not inconsistent with the <br />Comp Plan. <br /> <br />The Geographical Area Involved. The applicant’s business is located on Mustang Drive. The <br />proposed storage space is not out of place for this industrial area and is not visible to any other <br />properties. <br /> <br />Depreciation. The driveway has remained unpaved for seven years and does not appear to <br />have caused depreciation of the subject property or the surrounding properties. All of the <br />industrial businesses within this area have things outside, and most are trucking companies <br />with many trucks and trailers parked outside. <br /> <br />The Character of the Surrounding Area. This part of the City is mostly an Industrial area. <br />There is a manufactured home community to the north of the property, however, a natural <br />vegetative buffer separates the properties. In addition, roughly 300 feet separate the driveway <br />and storage area from the manufactured home community. The Skyline Motel is adjacent to <br />this property on the east side. The businesses to the west and south are trucking companies. <br /> <br />The Demonstrated Need for Such a Use. The applicant has indicated that he needs the <br />additional outdoor storage area, but does not feel that paving the driveway is necessary since <br />it is not visible from the street and will be removed when the building is expanded. <br /> <br /> <br />Planning Commission Action: <br /> <br />On July 6, 2011, the Planning Commission voted 7-0 to recommend approval of this <br />conditional use permit amendment. <br /> <br /> <br />Recommendations: <br /> <br />Hold the public hearing and take testimony from staff and the applicant. Based on the above <br />analysis, amending the conditional use permit to remove the condition requiring the driveway to <br />have a hard surface should have no adverse impacts. Staff supports this conditional use permit <br />amendment. The Council can take one of the following actions related to the request:
