Mounds View City Council June 13, 2011 <br />Regular Meeting Page 2 <br /> <br /> <br />Council Member Mueller requested the information provided this evening be posted on the <br />City’s website. Public Works Director DeBar stated he would have it available under the public <br />works page. <br /> <br />Council Member Mueller questioned how residents should select phosphorous free fertilizer. <br />Public Works Director DeBar explained that most fertilizers were now sold phosphorous free and <br />that this change was improving the quality if the City’s lakes and ponds. In addition, residents <br />can assist the City by keeping their leaves and grass clippings out of the streets. <br /> <br />Council Member Gunn read through a list of simple steps homeowners can take to improve water <br />quality throughout the community. She encouraged all residents to do their part to keep debris <br />and chemicals from the City’s waterways. <br /> <br />Finance Director Beer asked how much the SWPPP compliance plan has cost the City and if the <br />State has assisted with this expense. Public Works Director DeBar estimated the City spends <br />$200,000 a year on this unfunded mandate. However, this does protect the City from unnecessary <br />flooding and increases the City’s water quality. <br /> <br />7. COUNCIL BUSINESS <br />A. 7:05 p.m. Public Hearing, Resolution 7798, Amending a Planned Unit <br />Development to Allow Indoor Recreational Uses in the Mounds View <br />Business Park South, 2280-2298 Woodale Drive. <br /> <br />Planning Associate Heller explained the City was requesting a PUD amendment to the Mounds <br />View Business Park South to allow for indoor recreational uses. The business park was <br />approved in 1989 and up until recently the site had been full. However, the site now has a great <br />deal of vacant space. A request came before the City for a trampoline park which did not comply <br />with the City’s code. <br /> <br />Planning Associate Heller indicated the amendment would allow for a variety of recreational <br />uses, such as roller skating rink, golf park, trampoline park, gymnastics space, etc. She indicated <br />the Planning Commission reviewed this request at their June 1st meeting and was in favor of the <br />amendment. Staff recommended approval of the PUD amendment as presented. <br /> <br />Scott Nagel, the applicant from Zero Gravity Trampoline Park, reviewed his plans for the <br />Mounds View Business Park South space. He noted trampoline parks were a new concept for the <br />Midwest and provided a great opportunity for this light industrial space. It was explained the <br />space would be used by an hourly rate and along with extra rooms for birthday parties. <br /> <br />Mayor Flaherty opened the public hearing at 7:45 p.m. <br /> <br />Hearing no public input, Mayor Flaherty closed the public hearing at 7:45 p.m. <br /> <br />Council Member Mueller asked if food or beverages would be served on site.
