Item No: 07C <br />Meeting Date: September 12, 2011 <br />Type of Business: CB <br />Administrator Review: ____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Desaree Crane, Assistant City Administrator <br />Item Title/Subject: Resolution 7825, Approving the Hire of Neil Hiatt to the <br />Position of Sanitary Sewer Maintenance Worker in the <br />Public Works Department <br /> <br />Background: <br /> Nate Behlen, Public Works Sanitary Sewer Maintenance Worker, resigned effective July 13, <br />2011. <br /> <br />At the July, 11, 2011, City Council Meeting, the City Council authorized Staff to start the <br />process of advertising and filling the position. <br /> <br />Discussion: <br /> Staff advertised the opening on the City’s website, the League of MN Cities website, and with <br />the StarTribune. Staff received over eighty (80) applications, and interviewed six (6) <br />candidates. The panel consisted of Public Works Supervisor Don Peterson and me. <br />Second interviews were also conducted by the Public Works Director. It was the consensus <br />of Staff to recommend Neil Hiatt to the position of Public Works Sewer Maintenance Worker. <br /> <br />Mr. Hiatt currently works for the City of Bemidji as a Utility Operator I in the Public Works <br />Department. Mr. Hiatt holds a Commercial Driver’s License (CDL), and a Class C W ater <br />License and a Class D Wastewater License. Mr. Hiatt has also worked in the Public Works <br />Department for the cities of Welcome and Granada, Minnesota. In addition, Mr. Hiatt has <br />experience in snowplowing and street sweeping. <br /> <br />Mr. Hiatt, if hired, would be a member of the Public Works Collective Bargaining Unit. Mr. <br />Hiatt would be subject to the established job classification system with regard to the pay <br />scale. Based on the criteria set forth by the Public Works Collective Bargaining Unit Labor <br />Agreement, Mr. Hiatt would qualify for Level A pay scale, which is currently established at <br />$21.66 per hour. Progressing to Level B, then C in the future will be based on Mr. Hiatt’s <br />ability to meet the criteria established by the Labor Agreement. Also in accordance with the <br />Public Works Labor Agreement, Mr. Hiatt would be subject to a twelve-month probationary <br />period. <br /> <br />Mr. Hiatt would begin employment on or about Monday, October 3, 2011. <br /> <br />Reference checks and background checks are complete and satisfactory. Mr. Hiatt’s <br />appointment would be contingent on a satisfactory drug screening and fitness for duty <br />testing. Mr. Hiatt’s drug screening and fitness for duty test is scheduled for Friday, <br />September 9, 2011. <br />
