Mounds View City Council November 28, 2011 <br />Regular Meeting Page 4 <br /> <br />Devices and Products within the City of Mounds View. 1 <br /> 2 <br />City Administrator Ericson stated this item was before the Council for a second reading. He 3 <br />indicated in May of 2011, the Council issued a moratorium regarding the possession, sale and 4 <br />consumption of tobacco and tobacco related products to allow Staff time to revise the City’s 5 <br />Code. He noted the City has been working with the Ramsey Tobacco Coalition to draft an 6 <br />Ordinance, which was first reviewed on November 14, 2011. 7 <br /> 8 <br />City Administrator Ericson reviewed the text changes to the Ordinance in detail. He clarified the 9 <br />1,000 foot stipulation would apply to new tobacco establishments in the City and not existing. 10 <br />Based on the revisions and updates, Staff recommended the Council adopt Ordinance 865. 11 <br /> 12 <br />Council Member Mueller requested the sentence regarding the reports and effects of tobacco use 13 <br />be removed from the Ordinance. City Administrator Ericson stated this was a recommendation 14 <br />by the Ramsey Tobacco Coalition but could be removed. 15 <br /> 16 <br />The Council was in agreement with removing this sentence. 17 <br /> 18 <br />MOTION/SECOND: Mueller/Gunn. To Waive the Second Reading and Adopt Ordinance 865, 19 <br />an Ordinance Regulating the Possession, Sale and Consumption of Tobacco and Tobacco 20 <br />Related Devices and Products within the City of Mounds View removing the sentence as stated 21 <br />above. 22 <br /> 23 <br />ROLL CALL: Hull/Stigney/Mueller/Gunn/Flaherty. 24 <br /> 25 <br /> Ayes – 5 Nays – 0 Motion carried. 26 <br /> 27 <br />D. Resolution 7859, Approving a Cost of Living Adjustment/Insurance 28 <br />Contribution Adjustment for Non-Union Employees, and Approving the 29 <br />Health Insurance Opt-Out Program. 30 <br /> 31 <br />City Administrator Ericson indicated this request was brought to the Council on an annual basis. 32 <br />He noted the cost of living adjustment being requested for 2012 was 1½%. The insurance 33 <br />contribution adjustment was $917.33 which was $50 higher than in 2011 rates. 34 <br /> 35 <br />City Administrator Ericson requested the Council also adopt a the health insurance opt-out 36 <br />program to allow employees who receive insurance from other family members to opt-out of the 37 <br />City’s benefits and receive a $200 monthly stipend. This would be a cost savings program to the 38 <br />City. 39 <br /> 40 <br />Council Member Mueller questioned if an employee were to opt-out of the City’s health 41 <br />insurance, if the employee could return in the future. City Administrator Ericson stated this 42 <br />would be an option. 43 <br /> 44 <br />Council Member Mueller asked if the League of Minnesota Cities has reviewed the information. 45
