<br />Item No: 08B <br />Meeting Date: Jan 11, 2010 <br />Type of Business: Consent <br />Administrator Review : ____ <br />City of Mounds View Staff Report <br /> <br /> <br /> <br />To: Honorable Mayor and City Council <br />From: James Ericson, Clerk - Administrator <br />Item Title/Subject: Resolution 7556 Approving a Consultant Services <br />Agreement with the Greater Metropolitan Housing <br />Corporation for Housing Resource Center Services in 2010 <br /> <br />Introduction: <br /> <br />The City of Mounds View and its residents have benefitted from the services provided and <br />managed by the Greater Metropolitan Housing Corporation’s Housing Resource Center <br />(HRC) since 2001. By partnering with the Greater Metropolitan Housing Corporation, <br />Mounds View residents and property owners have one-stop-shop access to a variety of <br />housing, improvement, efficiency, loan and enhancement programs that they might not <br />otherwise. The services offered by the HRC provide an invaluable resource for the <br />community. <br /> <br />Discussion: <br /> <br />The Housing Resource Center (HRC) is a division of the Greater Metropolitan Housing <br />Corporation (GMHC) whose stated mission is to preserve, improve and increase affordable <br />housing for low and moderate income families, as well as to assist communities with <br />housing revitalization. The HRC provides construction management consultations, <br />program administration, provides information on a variety of relevant housing programs <br />and coordinates and manages several grant and loan programs geared toward home <br />improvement and renovation. As the Council may recall, the HRC agreed in 2007 to <br />manage the City’s Housing Replacement Program’s demolition reimbursement component <br />as part of the agreement, at no additional cost to the City. New for 2010 will be expanded <br />services relating to foreclosures, such as acquisition of foreclosed properties for renovation <br />and later acquisition by first time homeowners, rather than the properties being acquired for <br />investment purposes and advertised as rentals. The fee for this contracted service is <br />$11,000 which is reflected in the adopted 2010 EDA Budget, in account 230-4650-3030. <br /> <br />Recommendation: <br /> Approve Resolution 7556 which approves a consultant services agreement with the <br />Greater Metropolitan Housing Corporation for Housing Resource Center Services in 2010. <br /> <br /> <br />Respectfully submitted, <br /> <br /> <br /> <br />________________________ <br />James Ericson <br />Clerk – Administrator
