Truth in Taxation 37 <br /> 38 <br />Finance Director Beer explained that in February, the State Legislature changed the mechanics of 39 <br />the Truth in Taxation process. It used to be optional if the levy increase was less than the 40 <br />implicit price deflator but now everyone must have a Truth in Taxation meeting, accept public 41 <br />input, and advertise the date and time the levy will be adopted. Finance Director Beer provided a 42 <br />presentation stating the City’s mission statement, and 2010 General Fund expenditures by 43 <br />purpose identifying: personnel at 62%, supplies at 5%, contractual services at 22%, contingency 44 <br />at 2%, fire debt service at 3%, capital outlays at 2%, and transfers to other funds at 4%.
