Ramsey County GIS Users Group January 24, 1997 • <br /> TO: City Managers,Administrators and Elected Officials of <br /> Future Member Organizations of the Ramsey County GIS Users Group <br /> 11111 <br /> FROM: David Windle(on behalf of the Ramsey County GIS Users Group) <br /> See attached sheet for listing ofpotential Members,Associates and Affiliates <br /> SUBJECT: Joint Powers Agreement between Members of the Ramsey County GIS Users Group <br /> It is with great pleasure that I forward to you a copy of the Joint Powers Agreement between potential Members of the <br /> Ramsey County GIS Users Group for your perusal and hopefully for your acceptance. <br /> Over the past eighteen months,many individuals from a wide variety of backgrounds have worked hard to build the Group <br /> and keep it functioning. The aim of the Users Group has been to encourage organizations to cooperate through the sharing <br /> of resources,data and ideas,primarily for the establishment and maintenance of geographic information systems within local <br /> units of government. <br /> The Joint Powers Agreement presented here is the document which enables the Users Group to act as a legal entity on behalf <br /> of its membership. <br /> For each organization to be able to receive the full value of membership for the year,it is imperative that the JPA <br /> is signed by Member organizations before March 1,1997. After this date,each organization will be able to join only <br /> as a New Member. New membership would require that the full amount of fees be paid, but data access and other <br /> membership benefits will be available for only the portion of the year remaining after the JPA has been signed. <br /> The data that is available throughthis agreement consists of a digital representation of the Ramsey County parcel base map <br /> and associated attribute data from its taxation data base. In addition,a digital graphic representation of physical features <br /> such as buildings,road edges,water bodies etc.will be accessible. These data sets form the foundation for any parcel-based <br /> GIS and would be very expensive to develop,maintain in-house. In addition,those organizations who request these data <br /> sets outside the User Group can do so individually,but will be charged for data access each time an updated base is required. <br /> The attached Fee Allocation Sheet details the formula to be adopted by the Users Group and the resulting fees which are <br /> to paid annually by each organization for a three-year period. The formula is based upon the population served by each <br /> organization as calculated by the latest available figures from the Metropolitan Council. In addition, a population factor <br /> is applied to similar categories of agencies based upon the value of data available to the Member.
