As you know, the comp worth system establishes <br /> salaries based on the work that is to be performed. If a person does engineering work, that <br /> person is paid as an engineer. If a person does secretarial work, that person is paid as a <br /> secretary. If a person does planning, the person is paid as a Planner . . . . and so on and so on and <br /> so on. The person is paid for what they do, not for the amount of degrees that they have. <br /> Whether a high school student or a PHD, the person is paid for the work that is performed. So, . <br /> if a person was hired as a Recreation Program Supervisor, no matter if a person was a high school <br /> student or a PHD in Physics, either would be paid equally for the work of a recreation program <br /> supervisor. However, it is assumed that the person with a college degree would be more capable, <br /> having more experience and more maturity than the high school student. Therefore, it is better to <br /> seek a more qualified person to fill a position vacancy. The pay is determined by the work being <br /> 411) performed. Therefore, it is to the city's greatest benefit to attract the best possible person for the <br /> work being perfomed in that position. That person, in my estimation is a college graduate in the <br /> field of Parks and Recreation Administration. <br /> The job of this person includes recruiting, hiring, training, supervising and evaluation part time <br /> employees and volunteers in recreation leadership positions including lifeguards, water safety <br /> instructors, specialty interest instructors, coaches, referees and officials, youth activity leaders, <br /> chaperones, and others. The job entails administering personnel as well as time sheets, work <br /> schedules, purchasing equipment and supplies and completing work agreements. The job entails <br /> planning programs and activities, making arrangements for facilities and transportation. The job <br /> entails budgeting, marketing, customer service, and evaluating each program as to it's success or <br /> failure. The job entails working with other entities including schools, churches, community <br /> organizations, Ramsey County, and neighboring communities to get the best opportunities for the <br /> community as possible at a reasonable cost. The job requires creativity to find ways of finding <br /> activities and events. <br /> The work of recreation programming and supervision has been given a point determination which <br /> correlates to a salary range through the Comparable Worth Program. This law states that salary <br /> must reflect work being performed. It is the Comparable Worth requirement that the City must <br /> abide by in establishment of salaries - salaries comparable to the work that is done. Recreation <br /> Program Supervisor position has been given a score on a point scale that is relative to a certain <br /> . salary. So, while the salary is pre-determined with the work that is performed, the city gains more <br /> in hiring the most qualified person, because whether or not the person is highly or lowly qualified <br />
