Item No. 6G <br /> Staff Report No. 'l7- 1%5 (., <br /> Meeting Date:2/10/97 <br /> • <br /> Type of Business: Consent Agenda <br /> WK:Work Session;PH:Public Hearing; <br /> CA:Consent Agenda;CB:Council Business <br /> Ci of Mounds View Staff Report <br /> To: Mayor and City Council <br /> From: Pamela Sheldon, Community Development Director <br /> Item Title/Subject: Joint Powers Agreement for Ramsey County GIS Users Group <br /> Date of Report: February 6, 1997 <br /> Summary: <br /> At your worksession on February 3, 1997,the City Council discussed a proposed joint powers <br /> agreement between Ramsey County and its constituent cities which would form the Ramsey County <br /> GIS Users Group. Resolution 5085 has been prepared which would approve the joint powers <br /> agreement. <br /> Discussion: <br /> The joint powers agreement has been distributed to16 cities and 8 districts and agencies. The working <br /> committee which prepared the agreement is hoping that it will be signed by all of the proposed <br /> members by March 1. The City Attorney has reviewed the agreement and has some recommended <br /> changes. He is suggesting that, rather than making the changes at this time, the City Council's action in <br /> resolution of approval be stated as follows: <br /> "Be it resolved that the Mounds View City Council hereby approves the Joint Powers <br /> . Agreement forming the Ramsey County GIS Users Group, attached hereto as Exhibit <br /> A, and authorizes the Mayor and City Clerk-Administrator to execute this agreement in <br /> a form substantially similiar to Exhibit A." <br /> "Be it further resolved that the City Council hereby requests that the Joint Powers <br /> Agreement be further reviewed and that recommendations for any necessary <br /> amendments clarifying terms and provisions as recommended by the City Attorney be <br /> prepared for action by the City Council by resolution within 6 months of the date of this <br /> Resolution." <br /> The substantive changes proposed by the City Attorney concern the following: <br /> • A suggestion that the provision for associate members be dropped from the agreement since <br /> only governmental entities can be parties to a joint power agreement, and that provision could <br /> be made for associate members in the organization's bylaws. <br /> • A recommendation that the fiscal agent not be an elected officer, but be appointed or retained <br /> by contract. <br /> • A recommendation that the termination provisions in Article XII be clarified. <br /> The JPA calls for a one time membership fee of$500.00, and an annual"data access and physical <br /> features maintenance fee." The annual fee is based on population. A list of the proposed fee schedule <br /> for all of the Ramsey County cities is attached. The annual fee for Mounds View would be$1,506. A <br /> three-year commitment to paying the annual fee is part of the agreement. The member cities would pay <br /> their annual fees to the GIS Users Group, and the Users Group would make one payment to Ramsey <br /> County. <br /> Background: <br /> An effort has been underway for some time to create a Metrowide geographic information system for <br /> the seven counties in the Twin Cities Metropolitan Area.
