At this meeting, there was some discussion pertaining to federal preemptions. The City <br /> Attorney has advised staff that the ordinance does not need to be changed based on his research <br /> to date. He will continue to research the issue of federal preemption prior to your meeting and <br /> advise City Council if revisions are needed. Staff sent a copy of the ordinance to Randy Thorsen <br /> of SEH Consultants(the City's engineering consultant)who also recommended making no <br /> changes to the ordinance. Mr. Thorsen indicated that the ordinance covers the essential topics <br /> and was well-written. He supported the requirement that plans be prepared by a registered <br /> engineer. <br /> There have been no changes to this ordinance since your last meeting, other than to remove the <br /> grey shading that had indicated changes from the January 13th draft. <br /> Recommendation: <br /> The Planning Commission, on a unanimous vote, and the staff recommend adoption of Ordinance <br /> 588, an ordinance amending Chapter 1124 of the Mounds View Zoning Code relating to the <br /> location and design of wireless telecommunication facilities within the City of Mounds View. <br /> Adoption of a zoning ordinance requires at least a 4/5 vote of the full council By a roll call vote. <br /> James Ericson, Planning Associate <br /> S Attachments: <br /> 1.
