Page 4 <br /> • November 13, 1995 <br /> Mounds View City Council <br /> Mayor Linke explained that this portion of the meeting was designated for anyone who wished to speak <br /> to the Council on items that were not on the Agenda. <br /> Duane McCarty, 8060 Long Lake Road, stated he wanted to bring something to the council and <br /> resident's attention that he noticed in the Star Tribune on November 2, 1995. This article was in <br /> regard to airport noise around the main airport and the substantial amount of complaints issued in <br /> regard to such noise. He stated the large number of complaints undoubtedly has an impact on the <br /> Metro Airport Commission. He stated he is aware that the noise has increased around the Anoka <br /> County Airport with the increase in construction and the use of the airport by higher than Class D &E <br /> aircraft. He asked that residents who are bothered by aircraft noise call#726-9411. He would like <br /> the City council to raise the issue one more time with residents of Mounds View and get an update on <br /> the airport and the construction phases. <br /> Ms. Orduno explained that Sue Webber who sits on the Airport Task Force came in and asked that a <br /> meeting be called of the Airport Task Force and she would like as many people at that meeting as <br /> possible. As soon as a date is set, the notice will be posted and Mr. McCarty will be contacted. <br /> Ms. Webber was present and stated she had tried contacting all of the members of the Airport Task <br /> Force and is waiting for a response. She anticipates that the meeting will be held late in the week of <br /> November <br /> 20th or early the following week. She will notify Ms. Orduno of the meeting date. <br /> PUBLIC HEARINGS: <br /> There were no Public Hearings scheduled for this meeting. <br /> COUNCIL BUSINESS: <br /> A. Consideration of the Construction of a Pedestrian Bridge Over Highway 10 in a Joint City/U.S. <br /> Department of Transportation Project. <br /> 3. Consideration of Resolution 4843, Amending the 1995 General Fund Budget to Pay for the <br /> City's <br /> Portion of the Construction of the Pedestrian Bridge over Highway 10. <br /> Mayor Linke explained that he had requested that this item be placed on the Agenda. The problems <br /> with the bridge have basically been in the area of financing of the bridge. The Council has looked at <br /> various financing options and until recently felt it may be necessary to look at a new tax levy to cover <br /> the cost. He explained that after hearing concerns expressed by residents, he went back and spoke <br /> with staff in the finance department. After reviewing all the information, he was able to come up with <br /> a list of potential finance sources that he is comfortable with. It has been his opinion that money for <br /> the bridge should be money that the city has now, not something from future funds. He just recently <br /> • found out that between 1994 and 1995 the city did not use all of the interest from the Special Projects <br /> Fund and this amount could make up the difference that was needed instead of increasing taxes.
