February 5, 1997 <br /> To: Mounds View City Council, Mayor, and City Administrator <br /> I am writing to express my strong support of a pedestrian bridge over Highway 10. <br /> I was deeply concerned by the decision to put this to a vote before the council <br /> without giving the community time to be adequately notified and to express their <br /> opinions. Especially since most of us were under the clear impression that this <br /> pedestrian bridge was a "done deal". <br /> As a parent, I have crossed Hwy 10 on bicycles with my two children and have <br /> been very concerned for my children's, as well as my own safety. There is a blatant <br /> disregard for pedestrians and bikers by drivers. For our own safety, we were made <br /> to wait for drivers turning right on red while we crossed with a green light and <br /> walk signal. <br /> As a school district employee, I stand at the corner of County Road I and Quincy <br /> each morning and afternoon with the Pinewood Walk Patrol. Every day I see <br /> drivers ignore the patrol flags and drive in the path of children crossing the street. <br /> This is in a marked school zone with an adult watching them with a clipboard to <br /> write down license plate numbers, four students with bright orange vests and <br /> patrol flags situated at each corner, and probably a tenth of the traffic that is <br /> experienced by Highway 10. There have been children struck by cars at this • <br /> intersection, one boy was hit this fall. I cannot be convinced that crossing <br /> Highway 10 can be a safe situation for the children, or adults, of Mounds View <br /> and neighboring communities. <br /> Our community is divided in half by Highway 10. Edgewood and Irondale <br /> students are divided by this highway. We have a library that isn't safe for half the <br /> community to get to without an adult driver. We may soon have a 16 screen <br /> movie theater that children will want to visit. There are gorgeous bike trails that <br /> could be accessed much more safely by this bridge. <br /> Will everyone use the bridge?? Probably not, but you can be sure that our family <br /> will.
