City of Mounds View Staff Report <br /> Highway 10 Pedestrian Bridge <br /> February 24, 1997 <br /> Page 5 <br /> by the utility companies as is required by the permit they have to be in MnDOT right-of-way. Expenditures to date have been$5827.50. <br /> The primary reason for the project budget being greater than the $190,000 anticipated has been <br /> the drainage pond; $51,500 of the additional $56,500 is attributable to dealing with this item. <br /> Without that expense, the City is within$5,000 of the original obligation of$190,000 and $5,000 <br /> of that budget was contingency. The landscaping costs could be covered by directing, to this <br /> project, a portion of the money spent on landscaping throughout the city each year. <br /> We also learned from MnDOT that if there are unanticipated additional expenses which occur in <br /> the field which occur during construction,they will be covered by the grant and the local share at <br /> the same split as is in the contract award. So if the bridge bids come in below or at$600,000,then <br /> the split on any additions will be 80% federal and 20% local. The City does not have total <br /> exposure for these additional costs. <br /> Impact of Bridge <br /> • What will be the effect of"funneling" children into the shopping centers along Highway <br /> 10 north of Long Lake Road? <br /> • Will the bridge present a false sense of security and safety for people using it? <br /> • Was a professional engineer's opinion obtained as to the advisability of placing a <br /> pedestrian bridge over an uncontrolled highway? <br /> • What do we know about the demographics of the community, and how they relate to <br /> expected usage of the bridge? <br /> • Will maintenance costs go up with the addition of the bridge? <br /> • What has been the history of vehicular, bicycle and pedestrian accidents on Highway 10 <br /> Funneling children: Staff feels that bridge would not funnel children to the shopping centers any <br /> more or less than the road and sidewalk systems do from the residential neighborhoods <br /> surrounding these shopping centers.
