This easement was needed for the <br /> ramp and bridge abutment for the proposed pedestrian bridge at this intersection. At the February <br /> 24, 1997 meeting, the City Council voted to stop work on this project. Staff notified Bob <br /> Lindahl, in the City Attorney's office, to cease working on the easement. It was Mr. Lindahl's <br /> recommendation that the most cost effective approach at this point would be to take the <br /> easement, since we now have a signed stipulation from the property owner granting the easement <br /> . for$1.00 and there are very few steps left to be done to get the easement. If we do not take the <br /> easement, there is a good possibility that the City will be liable for any legal costs that the <br /> property owner has incurred. It is Mr. Lindahl's estimate that this cost will exceed the cost of <br /> getting the easement. (See attached letter.) Staff wanted to make certain that concluding this <br /> process by taking the easement was acceptable to City Council.
