Date of Report: February 27, 1997 Last year, Ramsey County informed the City that they had received funding from a recycling revenue sharing project and had earmarked the money for compost facility improvements. There had been past discussions with Ramsey County by the Parks and Recreation Commission requesting the County to make improvements to the compost facility located at Ardan Park. Ramsey County prioritized improvement needs for compost facilities throughout the County and Ardan Park compost facility was high on the list for needed improvements. The County reviewed proposed improvements to the compost facility with the Parks and Recreation Commission last year and received input from Commissioners and staff. However, because of other solid waste projects and issues that Ramsey County was dealing with last year, compost facility improvements • were put on a back burner. Upon Ramsey County Commissioners approval for use of the money for compost facility improvment projects, Ramsey County staff re-visited and reviewed the plans with staff. Early Summer construction is anticipated. Ramsey County Environmental Health Specialists Norm Schiferl and John Springman, will be present at the Work Session, March 3 to answer any questions that Council may have regarding the plan. Proposed improvements to the compost facility located at Ardan Park include the following: * Installation of asphalt pavement of the ingress and egress to the compost facility. * Installation of lighting. * Improved signage imforming users of rules, dates and times of operation , etc. * Replace the old fencing with new fencing. * Design a more efficient pattern of entry and exit. * Provide landscaping to improve aesthetics of the compost facility. 0 The Parks and Recreation Commission has reviewed the plan and believes that the improvements will improve the aesthetics of Ardan Park.
