For the most part, actual construction of that future is done by the private marketplace. <br /> Staff receives contacts from business people and developers on a regular basis about possible <br /> projects they want to build in the Mounds View. Each of these projects presents opportunities, <br /> questions and consequences. Sometimes they fit into existing plans and sometimes they do not fit. <br /> What happens to these opportunities has an impact on the City's future economic base, and its <br /> ability to generate revenues to pay for services desired by its citizens. 1111 <br /> • Issue: We need direction on how to deal with these opportunities, and what goals the <br /> City Council wants to set for developing the City's economic base. <br /> Second, the City's adopted Comprehensive Plan was prepared in 1979 and is 18 years old. <br /> Several efforts have been made to update it but none have been adopted. In the meantime, in <br /> 1993-1994, citizens worked on a series of task forces to develop Mounds View Focus 2000 <br /> which identified community issues, and set goals and action steps to address them. Many of them <br /> relate to development, redevelopment, neighborhood revitalization and the City's economic base. <br /> A citizen subcommittee was created which prepared the Highway 10 Redevelopment Study, and <br /> the Highway 10-Area 9 Study is underway. <br /> • Issue: We need direction on what plans should be used in our day-to-day dealings with <br /> property owners and developers as they bring projects to the City. Do these plans need to <br /> be updated? <br /> Third, the Highway 10 Corridor is in high demand at this time. The City--City Council, <br /> Commission members and Staff need to be able to respond in a consistent, timely fashion or <br /> opportunities may be lost that would benefit the community. <br /> • Issue: We are suggesting priority be given to a goal setting process for the Highway 10 • <br /> Corridor that will establish a picture of what the community wants this corridor to be, so <br /> we can take advantage of the opportunities that would further this vision. <br />
