The City's subdivision regulations allow for approval of a surveyor's <br /> certificate in these situations. (A copy of the surveyor's certificate showing the proposed lot split <br /> is attached.) This property is a through lot that fronts both Knollwood Drive and Groveland <br /> Road with the applicant's home on the portion of the lot fronting Groveland. The lot is L-shaped <br /> . with an additional 30 feet of land attached along the south side for a distance of 211 feet from the <br /> southeast corner. The applicant proposes to split the lot at a point approximately 30 feet off <br /> center to the west. The Planning Commission, at their meeting on March 5, 1997, recommended <br /> approval of this request with stipulations. Refer to the attached Planning Commission resolution. <br /> Analysis: <br /> The property is zoned R-1, Single Family Residential, which requires a minimum street frontage <br /> of 75 feet and lot area of 11,000 square feet. The applicant's lot is 100 feet wide at Knollwood <br /> Drive and 130 feet wide at Groveland Road. The lot fronting Knollwood would be 18,067 square <br /> feet and the remainder fronting Groveland would be 30, 695 square feet. Both lots would <br /> conform to the Zoning Code's dimensional requirements. Ms. Hoopingarner's lot is one of the <br /> last"through lots" in the City that can be split in this fashion. <br /> Staff is requesting that the applicant submit the following prior to Council action on this item: <br /> (1) revised Certificate and Plat of Survey that shows the drainage and utility easements to be <br /> dedicated to the City as a result of this lot split with a notation on the survey indicating <br /> that a separate document has been recorded with Ramsey County which conveys the <br /> easements to the City, and <br /> (2) document executed by the applicant dedicating the utility and drainage easements to the <br /> IIICity, which is acceptable to the City Attorney as to form. <br />
