Pages 24 February , APPROVED 1997 <br /> 411 Mounds View City Council <br /> MOTION/SECOND: Trude/Koopmeiners to Approve Resolution No.5090,Resolution Approving a <br /> Conditional Use Permit for Linder's Greenhouse to Operate an Outdoor Flower Mart at Mounds View Square <br /> Shopping Center,2535-2585 Highway 10,AS AMENDED TO INCLUDE CONDITIONS REQUIRING A <br /> BACK FLOW CHECK VALVE AND A HOLD HARMLESS AGREEMENT. <br /> VOTE: 5 ayes 0 nays Motion Carried <br /> Public Hearing of Old Highway 8 Reconstruction Project <br /> Mayor McCarty opened the Public Hearing at 7:51 p.m. <br /> Mike Ulrich,Director of Public Works,provided the Council and public with a brief background of the Old <br /> Highway 8 project. He noted that the total project cost is approximately$1.4 million,with Mounds View's <br /> contribution being proposed at approximately$330,000. He provided a diagram showing the new alignment <br /> of Old Highway 8. <br /> Pam Darsie,2268 Buckingham Lane,asked how close the new roadway will be to the park office. She stated <br /> her concern about traffic and their children's safety when the office is being used as a recreational center for <br /> them. Mr.Ulrich indicated on the diagram the location of the new roadway. It was estimated that it will be <br /> moved 35 feet to the west,but will be within the curb right-of-way. <br /> • Mr.Larry(inaudible)of the Ramsey County Public Works Department was present and noted that stakes could <br /> be erected or the area painted to indicate the new alignment for residents to assess the impact it could have. <br /> He stated he would see that this is completed within the next week. <br /> John Holmes,5012 Londonary Avenue,stated his home will runs adjacent to the property where the roadway <br /> will be and wondered if any type of sound barrier will be constructed <br /> Mr.Ulrich stated that no sound barrier has been proposed for this project at this time. <br /> Mayor McCarty asked that Mr.Ulrich schedule a time when he could get together with some of the residents of <br /> Townedge Terrace to answer in more detail questions that they may have in regard to the proposed project. <br /> If anything is left unresolved,time will be set aside at the next Council work session to discuss this matter. <br /> Henry Ruggles,2629 Lake Court Drive,stated he feels it is very difficult for cars and trucks to navigate onto <br /> Highway 10. He wondered how and what traffic controls will be used at the new intersection to help improve <br /> the problem. Mr.Ulrich noted that the county will be putting a right-hand turn lane in on Old Highway 8 to <br /> access Highway 10. <br /> Mayor McCarty closed the Public Hearing at 8:05 p.m. <br /> Mayor McCarty asked if adoption of Resolution No.5091 will in any way change or hinder resident's <br /> opportunity for input and impact on this project. Mr.Ulrich noted that it would not,and that residents would <br /> still have an opportunity,per the charter,to petition the improvements. The bid award is expected to come <br /> before the City Council for approval at the April 28th meeting. <br /> Mayor McCarty noted a minor change to Resolution No.5091. The tenth paragraph should be changed to <br /> read,".. . specifications HAS BEEN advertised for the project. <br />
