Its the foundation of the <br /> eco-system and also an economic commodity. Make the property tax <br /> system a friend of the environment and a foe of urban sprawl, instead <br /> of the opposite. <br /> • Progressively reform the taxation of farming, rental housing and busi- <br /> ness to lighten the property tax burden and base tax more on ability <br /> to pay. <br /> • Create a new, stable, long-term fiscal relationship between the state <br /> and local governments. <br /> • Cut tax rates, simplify the tax system, broaden the tax base and <br /> make Minnesota's tax system more progressive with sales and in- <br /> come tax reform. <br />
