The bylaws shall be reviewed on an annual basis at the first regular meeting in February." The Planning Commission has conducted its 1997 review of its bylaws and has adopted reg > ka . The more substantive changes include: ■ make the bylaws more consistent with the Municipal Code • institute the practice of having the City Council refer applications for filling vacancies in or appointing members to the Planning Commission for recommendations from the Commission (The Municipal Code requires this be done in the case of vacancies in partial terms.) • add election procedures for officers • add a section on duties of officers • recognize the practice of having a City Council liaison • expand the explanation of types of meetings held by the Planning Commission • add provision for a meeting chairperson to be elected, if neither the chairperson or vice chairperson is available • add sections on conflict of interest and ex parte contacts A copy of the current bylaws are being forwarded to City Council for your information and acceptance. Recommendation: Accept the 1997 bylaws for the Planning Commission as shown in the attached document, and put on file with the City Administrator.
