Keehn <br /> DATE: February 27, 1997 <br />• RE: Review of Spots Quick Lube-Case 472-97 <br /> The site was previously a gas station. The environmental concern is whether or noE to 4vore properly <br /> removed. Although the City is not buying the property, they may want to assurance that no contaminates <br /> will show up in any private wells in the future. <br /> The drainage will flow to MnDOT right-of-way so the applicant will need a MnDOT permit to work in thefr <br /> right-of-way. Rice Creek Watershed District should also be notified to verify that they do not have avy <br /> concerns on this project. The Mounds View Hydrologic Review data sheet is attached for your recant. <br /> Runoff calculations were not included as part of the submittal. Since the land use is not changing arzi • <br /> impervious surfaces are not being increased,detailed calculations are not rewired. However, a adin� <br /> 5 plan <br /> that shows the existing drainage and one with the proposed drainage plans should be provided for referent <br /> Since the storm sewer system will replace the existing drainage system which currently flows directly to te <br /> MnDOT ditch, there are small drainage changes which should be noted by the applicant <br /> The proposed entrance will need a more detailed review in regards to traffic. I showed the site plan to oar <br /> traffic engineer and he indicated a concern on the location of the entrance to the site. If cars are stacked o, <br /> get into the site, it could cause a problem to vehicles turning onto Spring Lake Road from Highway 10. A <br /> better alternative may be to make the north entrance a one-way in and the south entrance a-one-way ocr. <br /> Before the site is presented to Council, the applicant should have a traffic engineer provide input on t <br /> location of the drives. If the city desires, we are available to do a more derailed review of the site la <br /> determine actual site distances and entrance locations. Fees for a more complete review of the site will nevi <br /> reimbursed. <br /> • <br /> The last consideration is the actual connection of the drives to Spring Lake Road, Spring Lake Road a <br /> scheduled to be reconstructed in 1998. If the drives are incorrectly installed, they would need to tn <br /> reconstructed as part of the roadway improvement project. A little foresight should prevent tis° Also, p <br /> road will be reconstructed to State Aid standards which may put a restriction on the location of theme <br /> driveways.
