April 11, 1997 <br /> To: Honorable Mayor and City Council <br /> From: Chuck Whiting, City Administrator <br /> 111111 Re: April 14, 1997 City Council Meeting <br /> . <br /> Despite some relatively important items on the agenda, I will have to make my memo short due to <br /> time. Here's a brief overview of agenda items. <br /> Item 10-7:10 p.m. Public Hearing on Bel Rae TIF Plan: The Council will have a copy of the TIF <br /> plan in your packet along with the resolution for approval. Bob Long and myself can attempt to <br /> answer any questions that rise from the public hearing. However, the plan is not ready for approval <br /> Monday evening and I will ask the Council to extend the hearing to the April 28 meeting. First, the <br /> Planning Commission needs to review the plan and report to the Council. They do not meeting until <br /> next week. Second, the building evaluation has to be completed by the architect, and while that may <br /> be done by Monday, his report will simply be an overview. Third, the negotiations with VB Digs is <br /> still taking place. While I had a very good meeting with them on Thursday, our discussions may have <br /> some impact on the plan. All in all, I can report on that but will need the Council to defer action on <br /> the resolution and continue the hearing until April 28. Also, I will try to contact council members <br /> Trude and Stigney to review the meeting of Thursday, and I will be setting up a meeting for next <br /> week with the architect, Koopmeiners and VB Digs to review a building plan. <br /> Item 11A - MAC Presentation: Mark Ryan of the Metropolitan Airports Commission will be <br /> present on Monday night to respond to the concerns expressed by the City in Bob Long's letter of <br /> • November 25, 1996. Two disappointing things to date, first, MAC has not even scheduled the public <br /> hearings on their comprehensive plan, something they had led us to believe they were going to do in <br /> March. Second, Mr. Ryan was unable to meet with myself and Bob Long this past Thursday in <br /> preparation for Monday evening's meeting. Frankly, I am concerned that MAC is delaying public <br /> input until all effective action the Legislature could take is past. Therefore, I think contact with our <br /> representatives is prudent. In talking with the Mayor and council members Trude and Quick, as well <br /> as Bob Long, contact will be made with Novak and Evans no later than Tuesday. Julie has already <br /> been in touch with Evans' office. Two things for consideration, first, find what bills MAC is seeking <br /> passed and counter them. Nyle Zikmund is also tracking this. Second, an amendment to a relative <br /> bill could be made as was done by Voss and McCarren to restrict MAC action. I may be able to <br /> report on this more next Monday. <br /> Item 11E - Bel Rae Architectural Agreement: I do not have an agreement for Council <br /> consideration at this time, though hopefully I will by Monday evening. Recognizing that Council <br /> members may want to read the agreement for approving it, in the interest of time, I may recommend <br /> on Monday evening to have the Council by motion authorize the Mayor and City Administrator to <br /> enter into an architectural agreement with WAI Continuum for the work needed at the Bel Rae. WAI <br /> will submit the standard architect agreement and I expect fees to be in the $190,000 to $200,000 <br /> range, including the work that has been done to date (about $30,000). I realize this is slim as far as <br /> information goes for the Council, and I can try to address questions about this on Monday night. <br /> 0 I wish I could spend more time going over the VB Digs meeting because I felt very good about the <br /> result. Basically, we talked about a facility for a minimum of eight volleyball courts useable for <br /> basketball of which the City owns a quarter. There is more details than that and I will try to talk to <br /> each of you over the coming few days about it. Have a good weekend and see you on Monday. <br />
