Therefore,he would <br /> 10 like to request that the City Council extend the Public Hearing to the April 28, 1997 City Council meeting. <br /> 11 He noted a few areas that he wanted the Council to make note of when reviewing the plan. <br /> 12 <br /> 13 Mayor McCarty noted that this concerns the Tax Increment Financing District that will include the new <br /> 14 community center. <br /> 15 <br /> 16 David Jahnke,8428 Eastwood Road,asked for a clarification on the TIF district. <br /> 17 <br /> 18 MOTION/SECOND: Trude/Stigney to continue the Public Hearing on April 28, 1997. <br /> 19 <br /> 20 VO lE: 5 ayes 0 nays Motion Carried <br /> 21 • <br /> 22 Mayor McCarty closed the Public Hearing at 7:52 p.m. <br /> 23 <br /> 24 10(A) Opportunity for Hearing and Consideration of Resolution No.5106,A Resolution Authorizing <br /> 25 Abatement of Nuisances at 2349 Laport Drive. <br /> 26 <br /> 27 Mr.Ericson,Planning Associate,provided photos of the property at 2349 Laport Drive. He noted that staff <br /> 28 tried repeatedly to work with this property owner to clean up the property. In July of 1995 the City issued a <br /> 29 court citation to them regarding the nuisances. Present staff has been in contact with the property owner since <br /> 30 September 30, 1996 in regard to the situation. Mr.Ericson noted that on April 9, 1997,an inspection was <br /> 31 made of the property and revealed a number of nuisances code violations. <br /> 32 <br /> 33 Mayor McCarty wondered if the vehicles on the property were insured,operable and licensed. Mr.Ericson <br /> 34 stated last time he checked,the Winnebago did not have a current license. <br /> 35 <br /> 36 Ms. Trude commented that many of the nuisance code violations constituted health and safety hazards as well. <br /> 37 <br /> 38 MOTION/SECOND: McCarty/Koopmeiners to Approve Resolution No. 5106,A Resolution Authorizing <br /> 39 Abatement of Nuisances at 2349 Laport Drive. <br /> 40 <br /> 41 Cam Obert,8315 Greenwood Drive,noted that code violations could be found on every street in Mounds view. <br /> 42 The city has numerous files on properties which are in violation,some inches thick. He feels the constant staff <br /> 43 turnover in the city has resulted in difficult follow-up to complaints. Complaints need to be followed up on and <br /> 44 unfortunately,staff does not have time to address them. Something needs to be done. <br /> 45 <br /> 46 David Jahnke,8428 Eastwood Road,noted that what one considers"junk"may not be viewed as such by the1111 <br /> 47 owner. <br /> 48 <br />
