INTRODUCTION <br /> • <br /> PURPOSE <br /> This report was prepared to document analyses conducted to identify the extent of traffic impacts that <br /> would occur with implementation of a planned urban development (PUD) in the City of Mounds View, <br /> Minnesota. The analysis considered trip generation for proposed on-site uses and impacts site-generated <br /> traffic will have when it interfaces with background traffic on Highway 10 and Silver Lake Road. Issues <br /> such as intersection capacity at the signalized intersection of Highway 10 with Silver Lake Road, vehicle <br /> stacking (queuing) on Silver Lake Road, and unsignalized intersection capacity and operations are <br /> addressed. The analysis also considers on-site circulation. <br /> BACKGROUND <br /> The proposed development site is a 16.2 acre parcel located on the southeast corner of Highway 10 and <br /> Silver Lake Road. The regional location of the site is shown on Figure 1. <br /> The PUD is proposed by Five D Limited to consist of the following uses: <br /> • 8 pump gas station and car wash, combined with a 5,541 square foot fast food/convenience store <br /> • 10,000 square foot, sit-down restaurant <br /> • 5,000 square foot, one story office building <br /> • 83 dwelling unit, senior citizen residence complex <br /> A 3,640 square foot office building currently sits on the development site. It was assumed in the analysis <br /> that this business will continue to operate with implementation of the proposed development. 41110 <br /> The site plan for the proposed development is illustrated on Figure 2. As shown, the development would <br /> front on Highway 10, where three driveways would provide right-in/right-out access. Five driveways <br /> that would provide full movement access are located on Silver Lake Road. One of these, Driveway D, <br /> would provide access to the gas station and would be aligned with a driveway on the west side of Silver <br /> Lake Road that provides access to a neighboring gas station. <br /> ADJACENT LAND USE <br /> The proposed development site is currently zoned B-2, an appropriate zoning for the PUD. Land uses <br /> adjacent to the site include: <br /> • Gas station on the southwest corner of Highway 10 and Silver Lake Road <br /> • Day care facility on the northwest corner of Highway 10 and Red Oak Drive <br /> • Bank building, auto parts store, office building, and multi-family residence on the northeast corner <br /> of Highway 10 and Red Oak Drive <br /> Sharing the southeast corner of Highway 10 and Silver Lake Road with the proposed development are: <br /> a fast food restaurant, electronics and bicycle shops, and a senior residence. <br /> The proposed development is compatible with existing uses. It should be noted that the residential <br /> element of the proposed development would front on Silver Lake Road and, like the existing senior <br /> residence that fronts on County Road I, would not be adjacent to Highway 10. An on-site wetland and <br /> the St. Paul Waterworks right-of-way would also shield this particular use from traffic on County Road <br /> L • <br /> -7- <br />
