TRAFFIC IMPACT ANALYSIS <br /> S <br /> APPROACH/METHODOLOGY <br /> The approach that was followed for this study is the standard Traffic Impact Analysis(TIA)methodology. <br /> This methodology includes analyses of trip generation, trip distribution, traffic assignments, and <br /> intersection capacity. The methodology used to identify, and otherwise quantify, input data consisted of: <br /> 1) review and analysis of previous data, 2) field observations, and 3) turning movement counts taken <br /> during the PM peak hour. Previously prepared reports reviewed to conduct this analysis included turning <br /> movement counts taken by Mn/DOT in April, 1996 and the Technical Memorandum IV of the Trunk <br /> Highway 10 Traffic Study, prepared for Mn/DOT by HDR Engineering, Inc., in November 1996. <br /> BACKGROUND TRAFFIC <br /> Current (1997) peak hour turning movements were counted on Wednesday, March 12. These were <br /> compared to counts taken by Mn/DOT in 1996 <br /> PROPOSED SITE TRIP GENERATION <br /> Trip generation for the proposed PUD was calculated based on data provided by the Institute of <br /> Transportation Engineers in Trip Generation, Fifth Edition; 1991. Table 1 shows that the proposed <br /> development is forecast to generate the following unadjusted trip totals: <br /> • 3,914 daily trips on the average weekday <br /> • • 467 AM peak hour trips on the average weekday (239 trips inbound and 228 trips outbound) <br /> • 517 PM peak hour trips on the average weekday (259 trips inbound and 258 trips outbound) <br /> Studies have shown that many of the trips made to gas station/car wash/convenience stores, are not new <br /> trips (destination trips). Instead, these are pass-by or impulse trips. The Institute of Transportation <br /> Engineers has found that during the AM peak hour, as many as 54 percent of the trips to such uses are <br /> pass-by trips, and during the PM peak hour, as many as 58 percent of the trips are pass-by trips. It is <br /> appropriate to adjust the number of trips that will be generated by the gas station/car wash/convenience <br /> store to reflect the fact that(during certain periods of the day) less than half the trips made to the site will <br /> be new trips on Highway 10 or Silver Lake Road.
