In the <br /> side and rear yard there are accumulations of debris and junk, car parts, construction materials, a <br /> woodpile and other assorted stockpiles. This property has been a constant source of resident <br /> complaints due to nuisance vehicles, late night activities and junk and debris. Photo <br /> • documentation will be presented for the Council's reference. <br /> Discussion: <br /> On April 17, 1997, responding to neighbors' complaints, Staff performed a site inspection of the <br /> property with the assistance of uniformed officers. The inspection revealed the following: <br /> • stacks of automobile tires(1) • discarded automobile batteries(2) <br /> • unmanaged woodpile(5) • snowmobile without a trailer(1) <br /> • pick-up truck in back yard(4) • accumulation of tire rims(1) <br /> • assorted junk piles(1) • hazardous materials stored outside(2) <br /> • pile of construction material(3) • hot tub on garage roof(1) <br /> • topper on shed roof(1) <br /> (1) Section 607.03, Subd. 3c: "The outside piling, storing or keeping of old machinery,junk, <br /> furniture, household furnishings or appliances or component parts thereof rusting metal <br /> inoperable/unusable equipment, or other debris visible on private or public property." <br /> (2) Section 607.03, Subd. 3n: "All explosives, inflammable liquids and other dangerous <br /> substances or materials stored or accumulated in any manner or in any amount other <br /> than provided by law or ordinance." <br /> • (3) Section 607.03, Subd. 3j: "Any construction materials, including piles of dirt, sand, <br /> and sod left on the property morethan sixty(60) days after construction has been <br /> completed or a certificate of occupancy has been issued, whichever occurred first." <br />
