771 <br /> ,_ <br /> a'". .ate <br /> • ./41 <br /> North Metro Mayors Association \(74/ .1-0% <br /> <100440 dr/0 <br /> Principles for State Land Use Impacts <br /> On Infrastructure, Schools And Environment <br /> NMMA Board of Directors Adopted on April 16, 1997 J <br /> The State of Minnesota should establish a policy on the compact, efficient, orderly, <br /> development and re-development of land that: <br /> 1) Contains new residential, industrial and commercial development in <br /> incorporated cities, and only where actually served by organized water and <br /> sewer service meeting PCA criteria. <br /> 2) Implements such containment developing incentive and disincentive policies <br /> and/or by requiring a minimum of 40+ acres per dwelling unit for development <br /> beyond incorporated cities. <br /> • 3) Minimizes mandates on local governments to engage expensive experts and <br /> processes. That is, the State either: <br /> • draws the lines or <br /> • sets the criteria for such cities as identified in #1 <br /> 4) Recognizes that the State must establish, through actual substantive <br /> regulations, adopted in partnership with cities and other affected parties, how <br /> and under what circumstances development may occur. <br /> 5) Reviews and uses best practices found in Minnesota, other states and <br /> countries so as to accurately predict the impacts of regulations on <br /> development. This would be accomplished by a commission/task force <br /> studying the issue and reviewing past practices, available studies and <br /> information from all other pertinent resources. The intended purpose would <br /> be to identify predictable outcomes and true costs of development based on <br /> the implementation of a statewide comprehensive land use policy. <br /> 6) Development of vacant land should capture its true public costs for <br /> infrastructure needs, e.g., schools, highways, treatment plants through impact <br /> fees on development. <br /> • <br /> *Re-development refers not only to razing an existing structure, but also renovation and rehabilitation. <br /> Adopted by NMMA Board of Directors 4-16-97 <br /> U:\NMMA\LEG-GENL\LAND-USF\LANDUSE.DOC Last Update:4/18/97 <br />
