As far as staff knows, this district was put in place after the <br /> mobile home parks in Mounds View were built. As a result, there are certain difficulties with <br /> administering the standards in the ordinance. There are also Minnesota State standards for <br /> separation of structures in mobile home parks, which are not always practical given the size of <br /> spaces in our mobile home parks. The Minnesota State standards are enforced by Ramsey <br /> County. Ramsey County sent us a letter in December, 1996 stating that any new manufactured <br /> home installation, or any new attachment(such as a porch, deck, or carport) shall meet the <br /> separation distances. The County is developing criteria for granting variances. They have also <br /> been discussing whether to start an amortization program to bring existing mobile home parks up <br /> to standards. <br /> Staff is seeking direction from City Council whether we should revised the R-5 District to address <br /> problems between standards and field conditions, and/or should we pursue an amortization <br /> program to get compliance with current standards over a specified time period. There are also <br /> some provisions of the R-5 District which need to be clarified and improved. <br /> Discussion: <br /> State standards require: <br /> "No manufactured home shall be located closer than three feet to the side lot lines of a manufactured <br /> home park,if the abutting property is improved property,or closer than ten feet to a public street or <br /> alley. Each individual site shall abut or face on a driveway or clear unoccupied space of not less than <br /> 16 feet in width,which space shall have unobstructed access to a public highway or alley. There <br /> shall be an open space of at least ten feet between the sides of adjacent manufactured homes <br /> including their attachments and at least three feet between manufactured homes when parked end to <br /> end. The space between manufactured homes may be used for the parking of motor vehicles and <br /> other property,if the vehicle or other property is parked at least ten feet form the nearest adjacent <br /> manufactured home position." <br /> • <br />
